Although U.S. immigration authorities had held him since May 17, 2005, he was not charged with a crime until January 11, 2007-- and he was only charged with immigration offenses. The 5th Circuit Court of Appeals in New Orleans found in favor of release on bail, even though Carriles is wanted in several countries for terrorist attacks which include the 1976 bombing of a civilian airliner that killed 73 people. The Cuban passenger plane, which had originated in Venezuela, blew up over the Caribbean waters of Barbados. Posada's criminal record also includes the planning of a series bombings of Havana tourist facilities in 1997, one of which caused the death of Italian Fabio di Celmo. He was also one of a group of four who organized a thwarted attempt on the life of Fidel Castro during the 10th Ibero-American Summit in Panama in 2000. Venezuela formally demanded that the US extradite Carriles in June of 2005 under existing treaties between the two countries. Since then, the Bush administration has ignored the extradition request. On April 22nd, Venezuelan president Hugo Chavez accused the U.S. of protecting international terrorism and said he would take the case to UN. Cuba has also renewed calls for Posada's extradition.
