The planned "No Homeless Parking? No Way!" protest will reassemble 9:30 AM in front of the Main Library with the customary coffee and edibles--weather permitting.

The bumper sticker reflects a good (and current) strategy.

The point of the protest and prior threads on the issue is to stop the city from banning parking 24 hours in a clear attack on homeless people with vehicles. It's already "illegal" to park your vehicle for more than two hours on these streets, at night on these streets or to sleep in a vehicle or outside at night.

The impact of the 24 hour ban is to make it more difficult for homeless and disabled people (or anyone with a car or van) to use the services by making parking nearby illegal without a permit.

I'm not recommending the HLOSC to anyone particularly, but for those who use it, the ban on 24-hour parking without a permit is just another turn of the screw. It also sets a nasty precedent (there are no other 24-hour bans in the city).
