Accomplishments and Issues from a Labor Perspective It is 75 years since the W.P.A programs, but only a year and half since enactment of the American Recovery and Reinvestment Act of 2009. The intent of this act is to preserve and create jobs, invest in infrastructure, promote energy efficiency and to assist the unemployed. How has it worked?
