Loud Anti-Animal / Children Frequency on Bernal Hill (no joke)

Ultra-Sonic Device on Bernal Hill harms animals / young people
A home on Bernal Hill on San Francisco (29 coleridge st) has a speaker in front lawn that is emitting a high frequency sound (24 hrs. a day) that causes discomfort in animals and some people. The frequency is heard loudly by animals and young people under 25. Im 33 and I hear it loud! It causes a ringing sensation that last! ...and I could not find any info. or campaigns here in San Francisco There are campaigns in Europe against this device similar to the commonly know 'mosquito'. You can google: BUZZ OFF CAMPAIGN to learn more about the sonic devices. There are other companies besides mosquito that market towards anti-dog barking crowd that you will also find online. high and low frequency can damage hearing.
If anyone has any info. please share in comments as I'm looking to learn more about local awareness.

Is that some sort of 'stay off my lawn, kids' campaign? It shouldn't necessarily be allowed.
Here is a new weapon under development. It is surprising to learn that there are sound frequencies and there is a laser light quality that will produce these nausea effects. While I prefer use of this to firearms, if you think about it, it seems like the very next step would be for private users to copy the light quality, or for irresponsible security guards to overuse it out of malice. I mean, it is rare for people to use laser pointers to cause airplane accidents even though they know it is possible, and the homeowner could spread poison or do false police calls against the kids on his lawn too. Emitting high-frequency sounds with malicious purposes should be illegal. How many of these things are in SF? How many on private residences? Someone should interview this fucker on Coleridge and hear what kind of shit oozes from their mouths. This is obnoxious and should not stand.

This sounds more like a human interest story for the SF Bay Guardian or something.

Is it known that it's an older person? I visualize stuff like that connected with a recent transplant who ended up not liking the density of this city.
