Loud Anti-Animal / Children Frequency on Bernal Hill (no joke)

Ultra-Sonic Device on Bernal Hill harms animals / young people
A home on Bernal Hill on San Francisco (29 coleridge st) has a speaker in front lawn that is emitting a high frequency sound (24 hrs. a day) that causes discomfort in animals and some people. The frequency is heard loudly by animals and young people under 25. Im 33 and I hear it loud! It causes a ringing sensation that last! ...and I could not find any info. or campaigns here in San Francisco There are campaigns in Europe against this device similar to the commonly know 'mosquito'. You can google: BUZZ OFF CAMPAIGN to learn more about the sonic devices. There are other companies besides mosquito that market towards anti-dog barking crowd that you will also find online. high and low frequency can damage hearing.
If anyone has any info. please share in comments as I'm looking to learn more about local awareness.
