The slated Combustion Turbines - also known as small power plants that will use fossil fuel have been shot down by the Regulatory Agencies. One determining factor - the San Francisco Public Utilities Staff - were NOT honest - in other words they LIED. They lied about data linked to the emissions from the Mirant Power Plant and they lied about the precise location of the proposed Combustion Turbines (CTs). In short they tried to pull a fast one, with the Regulatory Agencies - and in doing so have to deal with severe consequences.
The San Francisco Public Utilities Commission (SFPUC) and its Manager Susan Leal has done San Francisco and San Franciscans great harm. The did more when they LIED to the Regulatory Agencies linked with the proposed Combustion Turbines (CTs) or small power plants.
The Mayor has asked for the resignation of Susan Leal - the Manager of the SF Public Utilities Commission (SFPUC).
Susan Leal is now using all her connections to save her job. Susan Leal is bad news for San Francisco - and one reason that she must go - is that this woman will lie and have her staff lie - to win her dubious point or favorite project in the pipe line.
The Regulatory Agencies are fed up with the lies that have been told to the California Energy Commission (CEC), the Federal Energy Regulatory Commission (FERC), the California Public Utilities Commission CPUC), the Department of Water Resources DRW) - and a number of other Regulatory Agencies, State, City, and Federal officials.
The SFPUC Staff without blinking an eye have lied about the Emission linked to the Mirant Plant.
Touting that the particulates and other toxic elements from the proposed 3 Combustion Turbines
(CTs) - will emit less pollution - when the case was NOT so.
Secondly, the Regulatory Agencies have NOT been told about the precise location - and this is critical to the Regulatory Agencies - especially the DRW.
Of course - the sole bid given to JD Power Company - has been called - because the company is known for its discrimination towards women. It is also known to do business with countries such as Burma - that the United States has an economic ban - against.
We really do not need any fossil fuel burning CTs in San Francisco. We especially do not need any CTs that will emit pathogens into the air and dangerous particulates - PM-2.5.
We have sufficient pollution and dangerous particulates that are slowly killing our children, our Elders, and those with compromised health. Of course Susan Leal does not care - because she has no children and most of those that she has in her inner circle have no children.
It takes a Mother and a Father to understand the death of a child - and it takes a caring family to under the harm done to our children, our Elders, and others - humane principles, compassion, that Susan Leal and her crones to not share with most decent folks.
Very soon the Environmental Protection Agency and the State of California - will enforce very strict Emission Standards - the proposed CTs will not meet them.
The Staff of the SFPUC know this but led by Susan Leal - and her stick and carrot method - of doing business - this ruthless woman - will go to any lengths to threaten and have her way.
The SFPU Commissioners have seen it all - and often times - Susan Leal has waited for one or two Commissioner to go out of town - so that she can have her way.
I think - Mayor Gavin Newsom got wind of this behavior - and in asking this inept, arrogant, very bossy woman to get of the way - is a wise decision.
I hope she leaves San Francisco and does not hang around. This despicable woman has caused too much damage in the short time she has hung around the SF Public Utilities Commission.
The Power Plant Task Force can now brag all it wants - but the fact remains that this immoral Task Force - did all in its power to help the EVIL Susan Leal - prodded by another inept, arrogant woman - the Supervisor from District 10 - Sophina Maxwell.

The Jefferson- Martin transmission line is in place and must be tweaked by Pacific Gas and Electric to meet our Energy needs.
The Pittsbury-Potrero under the Bay cable will be in place in 2009 - if not earlier. It will bring in and provide over 400 Mega Watts of electricity.
Smaller under ground transmission lines are being upgraded by Pacific Gas and Electric to better the flow and stop leakage.
The City and County of San Francisco has a $100 million Solar Bond Measure - initiated by Tom Ammiano - but it had some flaws.
Recently, Mark Leno and others tweaked it - but it is too late - in the interim we have not done what others have done in the Solar Field - we talk the talk but cannot walk the walk.
Sustainable, Clean Energy in good - but our leadership in this field is very poor.

You did not site a source of what happened. I assume that the CEC, the regulating body for power plants in the state denied a permit. But, from this rambling screed, I cannot tell what actually happened. Is there a source of this information? I did not see anything in the paper, so this is news to me.

Call the CPUC, the CEC, FERC and find out for yourself - if the CTS have been shot down or NOT.
It is not my problem that you do not understand the basic concepts linked to Energy Issues and less about the CTs that will use fossil fuel - pollute and emit dangerous particulates and pathogens. The CTS are really not NEEDED as long as we have the new Transmission Line that will bring in over 400 Mega Watts of electricity and be in place in 2009.

when we reach the peak. With the new transmission line - we will have 400 Mega Watts - use some and transmit the rest - for other, better uses.
Ignorance and the lack of knowledge create problems - where there should be harmony and progress.
And why should San Francisco spend over $300 million to build some polluting, expensive fossil fuel Combustion Turbines - when we can do better - spend less and focus on Solar, Wave, Wind, and other conservation measures.

All I asked for was a source to find out what exact decision was made. It is not helpful to me to call every regulatory body and ask about a vague statement I heard on the internet. Confirming your post does the readers here no good, and to call anyone who ask a question as ignorant does none neither. Also, assuming that a transmission line is the solution is a NIMBYism, as that power has to be generated in someones community, if not yours.
So, is there a source of information for your original post? I'd like to know what was decided and how, but your post is more sermon than fact. In the east bay there are hearings to determine the permitting of a power plant and any decision made in SF would have bearing on the process across the bay. In particular, because they are in the same air quality management district.

It appears, although the article gets into as much detail about the court action as Francisco's post does, that some aspect of public testimony is being challenged in some jurisdiction. Would be nice if a concise explanation about what is happening was more easily available.
