So the saga continues, with Prop N now being capable of cutting aid to those most in need. This makes the thing look worse than ever, but the Chron tries to spread the blame, as always. And if anyone caught Rob Morse's sunday column - man, he's out for blood of homeless people! He'll clean the streets of the homeless if he has to do it single-handedly . . .

San Francisco -- San Francisco can still slash welfare benefits to roughly 1,600 of its homeless residents, city officials said Monday after deciphering last week's court ruling that voided part of the controversial "Care Not Cash" voter initiative.

The ruling allows cash grants to be slashed for those homeless people who are elderly, disabled or trying to pull themselves out of poverty, but it protects about 1,400 homeless people who are able to work but refuse to enroll in job training, officials said.

And one more time: WHERE'S THE CARE? WHERE'S THE DECENCY? WHERE'S THE CHARITY?

Don't people see that even charities are up against the wall and are closing down? People need charity more than ever right now and the options are getting fewer and fewer every day!

It seems that the most important thing for SF citizens is that they not be offended by the poverty they KNOW exists. They just don't wanna have to look at it. They just wanna wish REAL HARD and maybe it will go away.

It's all part of the New Order. Punish the poor, punish the elderly, punish the disabled. Punish anybody who we think 'plays' the system - except for the rich pig corporate colonizers.

Citizens! Let's punish Brown for abdicating on his campaign promises to serve all of our citizens. Let's punish the Hotel Council and the Restaurant Association for manipulating the voters in their cynical, heartless campaign that continues to this day. Let's punish Newsom who doesn't understand the laws regarding welfare, who side-stepped our city government and sent a flawed initiative to the voters, who wants to become mayor on the backs of the poor. What a disgusting troika.

The ruling came about not because of the Care Not Cash Camp but because the bleeding hearts challenged the will of the majority of San Franciscans. Had Care Not Cash been implemented as passed, people who were able to work, but simply refused to do so, would lose their drug money. Now, however, those against the measure found a judge to rule that able-bodied people can get money while disabled people can't. Hope you're proud of yourselves.

Do you even know what Prop N does? Homeless people who do work for it will have most of their (very small) amount of welfare taken away in exchange for "services", but no new or expanded services are being offered ... so other people are getting the boot from shelters, etc.

I've had enough! How 'bout you? I am interested in starting/joining, an "Anyone But Gavin" voter block/community coalition targeting undecided voters and the lack of care for homeless, and underserved communities.

The intent is to build recognition and support base for the rest of the field... "Anyone But Gavin!" The end goal would be to bring homeless issues and comprehensive approaches to care to the forefront, and possibly help promote progressive candidates who will better serve SFs diverse populations. (Who's the green?)

The SF CHRONic and other Newsom proponents would like us to believe that SF voters overwhelmingly supported Porposition N. Yet, it's apparent from the numbers that Prop N did not win by mandate, rather SF voters were alseep when Prop N passed. I think there was something like 27% turnout? So, approx. 60% of approx. 27% voted to pass Prop N....

Electoral politics may dismay and disgust, but staying away lets creepy, money grubs take control of the decision making process under which we all must live. Like it or not, (electoral politics that is) SF progressives should band together to ensure Newsom-Getty does not win in November.

Enough is enough! Let's get a progressive into office? Not excited by the candidate field, well let's not turn away for that reason alone. Help keep Newsom out and all those who support his heartless anti-homeless plans!

I am concerned that Getty money and the JD (jack davis) tactics this affords will drown out or marginalize arguments crucial to Newsoms defeat. It may prove useful to rally undecided voters/prospective voters around a campaign to defeat Newsom, and other elected Prop N proponents, especially now when big money campaigns rule the PR roost months before the vote.

why does the Mayor choose to defund programs for poor, the home less, seniors and children. AND at the same time, OK the construction of a city hall project with a start up cost of over 300 million dollars! this lavish project is just the continuation of the so-called down town redevelopment projects.

As a SF-resident for 20+years, who has seen the 'heart' squeezed out of the City by the cold hands of power and money; ...as a US citizen who sponsored an alien to give them the benefits of america by the Bay ...to only have become defrauded and destituted in bangkok where injustice is the norm to foreigners, ...my look at a return to a 'home' to find relief and a new life reveals that SF has become a party-town of the indifferent. I read where SF people were smart enough to see the injustice of stomping on Iraqi's, ...why do you elect and let you 'leaders' and 'reps' step on and crush your own people? SF remains a pretty place, but very, very cold to reality.

Report: Welfare Reforms Had No Effect On Homeless Numbers

PHILADELPHIA -- Homelessness in Philadelphia is more closely linked to housing costs and the unemployment rate than to the effects of federal welfare reform, according to a new study.

The federally funded study, conducted by researchers from the University of Pennsylvania, examines the number of admissions to public homeless shelters before and after 1996, when Congress imposed five-year lifetime limits on the receipt of welfare benefits. It also documents the number of welfare recipients in Philadelphia between January 1994 and December 2000.

The researchers found that the implementation of the reforms had "no effect" on the homeless population, but the unemployment rate and costs of rental housing -- both of which are on the rise -- had a significant effect on homelessness.


"Unemployment is the real story here," said Dennis Culhane, a Penn professor of social welfare policy and the study's lead author. "To the extent that shelter admissions are going up right now... our research would suggest that it's a function of unemployment and the cost of housing."

The research is published in the current issue of Cityscape, a journal issued by the U.S. Department of Housing and Urban Development.

After taking a look at Prop Ns contributor list, I see mostly real estate brokers, lawyers, business men and women, socialites, wanna-be-socialites, bar-owners, construction companies, developers, multi-millionaires, and the list goes on...no where do I see any Homeless Advocate Organziations, Catholic or Religious Charities (sorry Cecil don't count!) nor do I see any contributions from advocates for quality of life improvements for the poor.

Newsoms "Stick-It-to the-Homeless" plan is going to fall apart after this years budget cuts-state/local/federal. There is no funding and there never was a serious intention to adequately implement this so-called "Care not Cash" program. Care not Cash volunteers have been duped into believing this helps...if they really truly care about helping...or more about cleansing the streets of SF...

Don't be fooled. Prop N/Care not Cash is not about helping the homeless or raising quality of life for hte poor...Prop N, "mis-nomered "Care not Cash" aka Newsom for Mayor is merely a clever campaign strategy to get Newsoms name up front. Also a clever way to funnel/launder soft money to Newsoms campaign.

Prop N is eugenics by any other name.

wedge during polarized, economically stressful times.

Secure San Francisco's legacy as the city that knows
how to care. San Francisco is known for it's heart,
and truly, only 27% of all registered voters supported
this measure, or were unknowingly duped by this saavy, callous media campaign during a slow vote year. Please note, Newsom misinformed voters when he carelessly lied about a clinical study's conclusions regarding homeless deaths, drug use and check disbursements published in the New England Journal of Medicine. Newsom was reportedly ordered by the journal to cease and desist from illegal, unauthorized use of their logo on 2002 GOTV door-hangers.

It's bad enough Newsom is utilising unethical campaign techniques to seduce voters, so please, don't let downtown developers, realty magnates, big industry, and republican political action groups manipulate voters, San Francisco's poor nor should they be allowed to direct public health policy.

Cash-strapped service providers have been testifying before you informing the board that the "Care" is not there. Please, do not implement Proposition N until the Board is able to secure all funding necessary for services, housing, and most importantly, "Care." Is this how millionaires who benefited from Bush's tax-cut re-invest in America? Layoffs, scapegoating, and wedge issues? Stand up for misled voters and San Francisco's poor by saying no to Newsom's slick campaign ploy, mis-nomered "Care not Cash."
