San Francisco -- San Francisco can still slash welfare benefits to roughly 1,600 of its homeless residents, city officials said Monday after deciphering last week's court ruling that voided part of the controversial "Care Not Cash" voter initiative.
The ruling allows cash grants to be slashed for those homeless people who are elderly, disabled or trying to pull themselves out of poverty, but it protects about 1,400 homeless people who are able to work but refuse to enroll in job training, officials said.
