Reportedly on October 30, 2026 by Houston Public Media, “A grand jury indicted Mario Alberto Morales, a brutal Immigrations and Customs Enforcement (ICE) agent who allegedly ran over Houston immigrant Miguel Parra-Hernandez, Harris County District Attorney Sean Teare, alongside Harris County Sheriff Ed Gonzalez, announced on Friday.
Morales was indicted for the second-degree felony offense of aggravated assault with a deadly weapon. On Oct. 10, the agent allegedly struck Parra-Hernandez with his vehicle, breaking his leg and ankle. An ICE spokesperson claimed Parra-Hernandez ran in front of the agent's vehicle while they were trying to arrest a different man and said he was fleeing the scene after an attempted traffic stop. Immigrants rights advocacy groups and Parra-Hernandez's attorney have disputed ICE's account.
Surveillance video of the incident appeared to show the agent driving towards Parra-Hernandez as he ran away from the car and into a parking lot.
"An ICE badge does not give you a free reign to injure, kill, or violate the constitutional rights of anyone," Teare said. "My hope is this prosecution will do more than just seek justice for the Parra-Hernandez family and Mr. Parra-Hernandez. I hope it also sends a loud and clear message to every ICE officer who feels they have a free pass to terrorize our streets."
Morales’ attorney, David Lindenmuth, told Houston Public Media his client planned to surrender himself on Monday. He said Morales did not intentionally strike Parra-Hernandez, and he argued the case was “political prosecution.”
“This was nothing more than an accident, and the driving force behind this accident is somebody who fled from law enforcement,” Lindenmuth said.
In a statement to Houston Public Media, a spokesperson with ICE called the indictment a "political stunt by Houston sanctuary politicians," and asserted "federal officers acting in the course of their duties can only be investigated by other federal agencies."
Teare said it is "patently false" that his office can not investigate.”

In recent months, ICE agent Gregory Feathers shot and killed Lorenzo Salgado Araujo this summer in Houston.
That’s right. “In recent shootings by Immigration and Customs Enforcement agents, the federal government has withheld the names of the officers involved. This is a departure from the practice of many law enforcement agencies — including Texas’ biggest police departments — and contradicts advice the federal government has reportedly given local agencies in the past.
Today, we are publishing the name of the officer who allegedly shot Lorenzo Salgado Araujo in Houston this summer. In recent weeks, local law enforcement and members of Congress have said their questions about the shooting have not been answered. We are publishing because we believe transparency in the case is of vital public interest as investigators, lawmakers and the public seek to understand what happened and how ICE operates more broadly in this state.
The federal immigration agent who witnesses say fired through an open van window and killed 52-year-old Lorenzo Salgado Araujo in Houston nearly three months ago has been identified to The Texas Tribune as Gregory Feathers by an official familiar with the investigation who is not authorized to speak publicly. His role in the shooting is also corroborated by records, some of which were publicly released.
Feathers was rehired within the past two years after previously retiring, according to two people with knowledge of his employment history, overlapping with the second Trump administration’s aggressive recruitment of former Immigration and Customs Enforcement officers to help meet its ambitious deportation goals. Feathers’ name was included in a Form I-213, which is akin to a police report and details ICE agents’ description of the chase and shooting incident. The form, which is not typically public, was mistakenly released by the U.S. Attorney’s Office last month. Other records obtained by the Tribune identify Feathers as calling paramedics and name him as one of two arresting agents involved in the deadly pursuit. The front seat passenger in Salgado Araujo’s van identified the shooter to the Tribune from a photograph which was separately confirmed to be Feathers by the official familiar with the investigation.”

Reportedly, “Tensions reached a fever pitch almost immediately after an ICE officer shot and killed a woman in her vehicle at the site of agency enforcement activity in Minneapolis, which was captured on video by several bystanders. President Trump, Vice President J.D. Vance, Homeland Security Department Secretary Kristi Noem and other administration officials quickly denounced Renee Nicole Good, the deceased woman, for protesting against ICE and allegedly obstructing its law enforcement operations.”
Jesus Ochoa was named as one of the ICE / DHS agents who killed Alex Pretti, in Minnesota. Additionally, Renee Good’s brother Brent Ganger and her partner Rebecca Good filed two lawsuits alleging her wrongful death and conspiracy to violate civil rights when she was killed on the morning of Jan. 7 by Immigration and Customs Enforcement officer Jonathan Ross.

That’s right. Three days ago, NBC 7, in San Diego reported, “Detainee at Otay Mesa Detention Center is 29th to die in ICE custody this year.
Unsafe conditions at ICE facilities.
In an October 28, 2026 article with Government Executive, reportedly in part it says, “As the Trump administration pursues mass deportations, a former inspector general for the Homeland Security Department argued that the current oversight structure for Immigration and Customs Enforcement detention facilities is obfuscating unsafe conditions.
“This is essentially a Potemkin village of reports that are put up for largely disinformation value to try to explain to the public that there is no problem when in fact there's significant problems in all these facilities that need to get fixed,” said John Roth during a webinar Tuesday put on by the Project on Government Oversight.
The webinar focused on an August report by the nonprofit’s news reporting division that found the percentage of detention facilities receiving the highest inspection rating by ICE’s Office of Detention Oversight “nearly tripled since fiscal 2024 as of July 23, after declining by 61% between fiscal 2022 and 2024.” René Kladzyk, one of the researchers behind the analysis, provided an update during the event that, by the end of fiscal 2026, about 71.5% of inspected facilities scored a “superior” rating.
At the same time, the average daily population of noncitizens detained by ICE increased by 71% between January 2025 and July 2026, and 33 people in ICE custody died in 2025, which was a more-than-two-decade high.
“You don't have to be a former IG or an investigative reporter to understand that it's facially incredible that the number of perfect reports are going up at the same time that we are facing unprecedented detentions in these facilities,” Roth said.
Roth criticized DHS for weakening internal watchdogs, such as DHS’ Office for Civil Rights and Civil Liberties and Office of the Immigration Detention Ombudsman, through staff cuts and shutting down their operations.”
ICE Arrests, San Francisco. Reportedly, headline says, “ABC7 Bay Area, ICE arrests in San Francisco Bay Area area up nearly 70%, UC Berkeley data project finds.”
