It is hard to predict the time that the board will begin taking public comments, but estimated times can be found on the agendas that are posted on the preceding Friday:

The allotted time limit is usually two minutes. If one wants to place a document on the overhead for display, just clearly state that before doing it, and be sure to remove it afterwards.
