JBLM Police Corruption and a Complete Failure of JBLM Leadership Poses a Growing Threat to

by JBLM Whistleblowers
Child rape, sexual abuse, police violence, and murder are all things that come to mind when someone mentions Joint Base Lewis-McChord. The massive corruption at JBLM poses a critical threat to our safety and our communities.

JBLM Soldiers (Joseph Daniel Schmidt, Jian Zhao, Li Tian, and no doubt others) spying for the Chinese! Senior JBLM Officers being charged with rape and sexual assault. A child sex ring on-post. JBLM personnel traveling overseas to have sex with children. Prostitution being run out of on-post housing. Senior JBLM Police officers posing at a Nevada whore house and making a joke of it on social media. Veterans being denied access to suicide prevention resources on JBLM. Repeated violations of the civil rights of the civilian community by the JBLM Anti-Terrorism Office. And the JBLM Commander is barring veterans from post when they report these crimes or complain about misconduct by JBLM personnel.

MAJ. Michael Stockin sexually assaulted at least 41 patients in his care at JBLM between 2019 and 2022. Initial complaints made by the victims of these sexual assaults were ignored by the JBLM police, with one JBLM police commander joking that if they enjoyed it, it wasn't sexual assault. Complaints sent to the JBLM Commander through the JBLM ICE Comment System were ignored, with the Commander going so far as to bar victims of sexual assault from accessing JBLM, thereby preventing them from reporting these crimes to Army CID and denying them counseling and support for the trauma they suffered because of these assaults.

In November 2023, Whistleblowers called JBLM's police system broken. Evidence of violence and corruption in the JBLM DES was confirmed when video evidence was leaked to the press that showed a JBLM civilian police officer (DACP) physically assaulting a female Soldier while she was in custody at the JBLM PMO (police station). According to the multiple news reports, senior police leadership on JBLM did not care about the assault on the Soldier. The individuals who provided this video to the news media also stated that they feared retaliation from the JBLM DES leadership for exposing this crime. https://www.youtube.com/watch?v=ejw0no3imuY

Multiple former JBLM DACPs and Military Police Officers commented that there is a complete failure of leadership in the JBLM DES and a culture of corruption and abuse of lawful authority used to retaliate against those who speak out against misconduct on JBLM. Records show that JBLM has engaged in selective and malicious prosecutions against those who dared speak out and then went so far as to deny defendants in these malicious prosecutions access to copies of the "evidence" against them, thereby preventing these defendants from participating in their own defense in court.

In 2024, the JBLM Commander issued debarment orders to individuals who reported on-post criminal activity by JBLM DES senior personnel. These debarment orders were issued based on false information provided to the Commander by the JBLM DES. JBLM then sought to harass and retaliate against those individuals who had dared speak out against official misconduct and criminal activity by JBLM personnel. The JBLM Commander even went so far as to deny medical care to family members and retirees who had spoken out about serious crimes being committed by senior JBLM DES leaders.

According to a June 2025 ABC News report, SGT Travis Decker (WAANG) struggled with mental health issues, including PTSD, and was unable to receive help through veterans' resources". Decker made multiple attempts to receive help at Madigan Army Medical Center (MAMC), located on JBLM, but was repeatedly denied access to the military base by the JBLM Directorate of Emergency Services (DES). It is alleged that because Decker submitted complaints through the JBLM ICE Comment System, he was subjected to a pattern of harassment, abuse, and retaliation from the JBLM DES [the JBLM police department]. Years of harassment and mistreatment at the hands of corrupt JBLM DES leaders may have forced Decker into a mental and emotional tailspin until he finally snapped and murdered his three young daughters. Arianna Cozart, the attorney for Whitney Decker, the ex-wife of Sergeant Travis Decker, stated "If somebody would have provided Travis with the help that he needed, those girls would be alive."

JBLM continues to deny access to post to anyone who has spoken out against the corruption and abuse happening in the JBLM DES, even going so far as to prevent individuals with evidence of on-going sexual abuse of children on JBLM from having access to the PMO and CID in order to report these crimes. There seems to be very strong evidence that JBLM is trying to cover-up the abuse of children on the base, and that the JBLM commander is at least aware if not directly complicit in concealing these crimes.

JBLM is retaliating against whistleblowers, harassing anyone who speaks out against official misconduct, covering up or destroying evidence of crimes, and preventing those crimes from being reported to investigators. The corrupt and incompetent leadership on JBLM wants to silence those who dare to speak out - but WE WILL NOT BE SILENT!

As long as JBLM continues to retaliate against whistleblowers, bar veterans from post, and prevent those with evidence of crimes happening on post from being able to report them, we will continue to speak out.

We will exercise our 1st Amendment Rights to expose JBLM corruption and continue seek redress of grievance from the JBLM Commander. As active-duty service members, family members, military retirees and veterans, we have a duty to raise our voices in response to the threat to our communities posed by a corrupt and abusive JBLM DES police force and incompetent command leadership.

You can help fight against JBLM Police corruption and abuse, and against JBLM Command apathy and incompetence, while still supporting the Troops. Make your voices heard. Contact the JBLM Commanding General, Lieutenant General Matthew W. McFarlane, and ask that he immediately put a stop to the ongoing corruption and abuse happening on JBLM. Demand the criminal prosecution of the Deputy Director of the JBLM DES, and the Chief of the JBLM DES Protection Division. Call for the removal of the JBLM Garrison Commander for gross incompetence and a complete dereliction of his duties. Reach out to the Madigan Army Medical Center Commander and demand that those authorized care through the military healthcare system have access to that care on JBLM. Write to your Congressional representatives and ask that they investigate corruption and abuse at JBLM. And use the JBLM ICE Comment System https://ice.disa.mil/index.cfm?fa=site&site_id=957&dep=DoD to reach out to each agency on JBLM and protest the threats we face in our own communities because of what's happening at JBLM.
