Since long ago, a scheme was invented by the West elegantly to transform state financing of worthy projects into 'non-state funding'. These are the funds, which are considered to be some kind of public organizations. But a State can always tell businesses where they should carry their money not to damage existing relations. Businesses do it and all is well, no red flags.
