How could Cuba (and for that matter, America) simultaneously give the market-worshiping capitalist running dogs in the D.C.-Miami corridor a huge dose of what they want while at the same time honoring the revolutionistxs with enough rose-colored public policy to float their island?

Land Value Taxation.

A 95% tax on the potential annual income from land that would destroy all ability to gain from mere ownership of Pachamama, while at the same time generating three times the current public revenue in Cuba;
matched with no tax on wages, no business tax, and no sales/VAT tax.
