After regular rallies and protests CCSF Director of Public Health Barbara Garcia has been forced out for covering up bullying, systemic racism and corruption in the DPH. SEIU 1021 workers are now demanding that Human Resource Director Micki Callahan also be removed for systematic racist practices, allowing bullying and harassment of city workers in many departments. Callahan has also allowed the falsification of testimony and anonymous documents against SEIU 1021 Potrero Hill Health Center steward Cheryl Thornton who was improperly removed from her job.

SEIU1021 Workers Speak Out Against Systemic Racism, Firing Of DPH Director Garcia & Call For Removal Of DHR Director Callahan

San Francisco SEIU 1021 workers spoke out against the systemic racism and bullying of public workers on August 22, 2018. Many workers have because of harassment and bullying have been forced out on disability and workers comp by the managers supported by top city officials. They also talked about the removal of San Francisco Department of Public Health Director Barbara Garcia who was covering up the corruption, racism and rampant bullying as well as the privatization of public services. She has also conspired with the developer Lennar and politicians to cover up the radioactive contamination and illnesses caused at the Hunters Point shipyard and allowed her “Environmental Engineer” Amy Brownell to tell city workers and the community that the Hunters Point shipyard was safe and people were only getting sick from “stress”.
Micki Callahan, who is the Director Of Human Services has been personally involved in violating the rights of public workers and covering up the corruption and criminal activity of top city management. Also, according to workers she is refusing to provide complete statistics on the patterns of racism and discrimination in the City and County of San Francisco.

Barbara joined the Health Department in 1999 and became Director in 2011. In that role, she served four mayors – Gavin Newsom, Ed Lee, Mark Farrell and London Breed.

Despite the growing criminal falsifications and massive $1 billion fraud in the Hunters Point shipyard "clean-up", SF Department of Public Health "Environmental Engineer" Amy Brownell told a community meeting again that the Superfund Hunters Point shipyard is "safe" on Ausgust 15, 2018.
Brownell whose salary is paid for by fees from the building developer Lennar is also facing challenges to her professional license by Dr. Ahimsa Porter Sumchai. Residents at the meeting were shocked that this city official representing the San Francisco Department of Public Health Director Barbara Garcia and San Francisco Mayor elect London Breed was telling them that everything is safe at the shipyard.
Amy Brownell receives consultant fees from Lennar Developers under Article 31 of the Health Code passed as an ordinance by the Health Commission and Board of Supervisors in December 2004 as part of the Parcel A transfer package. In 2009,the Navy dissolved the RAB after it voted unanimously to remove Brownell from her regulatory seat on the elected body and the Civil Grand Jury opened an investigation into emails obtained via FOIA by the SLAM Community Coalition documenting Brownell colluded with EPA's Mark Ripperda and Lennar representatives to shut down the HV12 Community air monitor overlooking Parcel A that registered astronomical daily exceedences in asbestos and particulates. In 2010 Article 31 of the Health Code was extended to include the entire shipyard and Amy Brownell and DPH receive administrative fees and consultant fees for earth moving activities on a Federal Superfund site. Brownell is the subject of an open investigation before the California Board of Professional Engineers.
Two Tetra Tech officials that were involved in the "clean-up" are in Federal prison for falsifying tests and other officials are under investigation. Additionally criminal charges have been filed at the San Francisco US attorney against Senator Diane Feinstein and Congresswoman Nancy Pelosi for criminal RICO crimes by covering up and profiting off the development. The charges were filed by fired OSHA whistleblower Michael Madry who worked for Test America and exposed falsified testing at the Hunters Point Shipyard and Treasure Island.

Community and labor advocates rallied on Friday April 20, 2018 at the San Francisco Potrero Hill Health Center to call for an end to the privatization of the center by Department of Public Health Director Barbara Garcia and also the retaliation against the center's worker Cheryl Thornton who is a member of SEIU 1021. The management has a history of workplace bullying and racists work practices against the African American workers.
Community members are angry that the clinic which was founded after a long struggle is being destroyed by city privatizers.
There was also a previous rally to oppose the systemic racist policies at other San Francisco neighborhood healthcare centers. The rally was sponsored by Sponsored by the Patient Advisory Board for Potrero Hill Health Center.

SF African American City Worker sues D.A.’s office alleging retaliation for reporting slur-SF HR Director Micki Callahan Says It Does Not Create “an abusive working environment"

“While we acknowledge the extreme offensiveness of the ‘N’ word and understand how upsetting it was to you to hear such a highly offensive term, one comment is not sufficiently severe or pervasive as to alter the condition of your employment and create an abusive working environment,” Micki Callahan, the city’s human resources director, wrote in a July letter.

An African American investigative assistant with the San Francisco district attorney’s office says a co-worker called her a racial slur and that human resources representatives with both the city and the office failed to take action or properly look into the matter.
Twanda Bailey sued the agency and the city in San Francisco Superior Court, alleging she was retaliated against professionally for complaining about the slur.
“To be called the n-word is offensive enough,” Daniel Bacon, Bailey’s attorney, said Monday after filing the lawsuit last week.
He said the human resources director for the district attorney’s office considered the alleged conduct “not hostile enough to create an environment that is hostile to a person because of their race. The city refused to investigate it, saying it was not something that would alter the terms and conditions of employment.”
Bailey said the dispute began Jan. 22, 2015, when a mouse ran through the office she shared with her co-worker, who was identified in the suit as being Southeast Asian. Bailey said that when she jumped and screamed, the co-worker quietly told her, “You n— are so scary.”
Though upset, Bailey said she did not initially report the slur to human resources because she knew the co-worker was friends with the office’s human resources director, Evette Taylor-Monachino.
She reported it a few days later, she said, after other co-workers and her supervisor encouraged her to do so. But according to her lawsuit, when she met with Taylor-Monachino to get a copy of the complaint in March, Taylor-Monachino told her there was no paper record of the complaint.
Bailey said she was then forced to take over duties for the co-worker as well as other menial tasks that were not part of her job description. She said Taylor-Monachino went on to jeer and make snide comments at Bailey whenever they interacted.
Bacon said that treatment, coupled with the first and only poor job evaluation Bailey had received in her more than 14 years at the office, pointed to a pattern of retaliation. Bailey filed an equal employment opportunity complaint with the city, but the city declined to investigate it.

Callahan went on to say that “an offensive utterance or even a pattern of social slights by either the employer or co-employees cannot properly be viewed as materially affecting the terms, conditions, or privileges of employment.”
The city attorney’s office declined to comment on Bailey’s lawsuit.
Alex Bastian, a spokesman for the district attorney’s office, said, “The matter was referred to the city Department of Human Resources. They looked into it and took the action they deemed appropriate. Given that it is a personnel matter, we are unable to comment in more detail at this time.”
Both the co-worker who allegedly used the slur and Taylor-Monachino remain with the office, though Taylor-Monachino was placed on leave in August for allegedly misusing a family member’s disability parking placard.
Bailey is still employed by the office as well, but has been out on disability from stress and depression she says stemmed from the slur and its aftermath. She said two black female co-workers had endured similar harassment from the woman who used the slur.
“Hopefully, they won’t be able to do this to anyone else,” she said. “Hopefully, it stops here.”
