The license requirements would weed out the mentally ill, as the military-trained crack shooter was at least since age 12, before Junior Reserve Officers' Training Corps (JROTC) trained him to kill, in Florida, which he did wearing his JROTC shirt on Valentine's Day, 2018. In other words, the military knowingly trained a mentally ill child how to kill.

This is the same backward country that refuses to have socialized medicine, unlike All of Europe, Israel, Rwanda, Cuba, Canada, Venezuela, Brazil, Chile, Costa Rica, China, Taiwan, Japan, North Korea, South Korea, Malaysia, Singapore, Thailand, Vietnam, Australia, New Zealand. This means we have the highest infant mortality and lowest life expectancy in the industrialized world and our life expectancy is declining, which is to say this backward country is dying, sinking in its own waste.

Should this country refuse to regulate guns, it could do all of us a favor by banning all guns, including the 300 million guns in civilian use by the 1/3 of adults in this country of 325 million people, about 80 million people, who insist on owning guns, as well as abolishing the military, the police, the prison punishment system and the death penalty.
