"From the beginning of the conflict in Donbass a case can be made that the Central Intelligence Agency has had a role in operations inside the Ukraine. The plans for this operation go back to when Russia first started the BRICS organization about 2009, says former CIA operative David Simpson.
Not long after this, the US decided to support a color revolution and install trusted corrupt spies it already had in place within the Ukrainian government, Petro Poroshenko being the most prominent.
During the Maidan Operation, the CIA dealt with coordination of the sniper teams as well as security for US assets in Ukraine's government and liaison activity with Nazi elements it had been financing in Right Sector & Svoboda. These operations generally involve persons operating under diplomatic cover out of the US embassy in Kiev and safe houses with secure communications in major cities in the conflict area.
There are also safe house facilities in Donetsk and Lugansk known only to individual officers. these would only be accessed in time of local emergency or during an invasion of the DNR or LNR by Kiev forces. The chance of exposure is carefully weighed and an operation inside our rear area would be only if for example a US military recon group was captured or a decision for elimination of a high value target were made.
Trends in modern US special services continue to underline the CIA's affinity for corporate cover. By utilizing "private security" groups like Blackwater, Academi and as many as 20 other US firms contract with the CIA to provide "mercenary" killers for operational use.It is then easy to have active US and NATO military personnel drift in and out of these units in the Donbass theater of operations.
Some operations are one time utilization of American forces, say on an operation like Mozgovoi's elimination or bombing attempts on DNR head Zakharchenko. These corporate killing companies provide plausible deniability cover to US political leadership that desires a western victory in the Donbass War.
Numbers vary on known numbers of actual CIA operatives in Ukraine. It is a limited number of officers assigned under diplomatic or corporate cover. Unless one of these individuals defects or admits under interrogation, the chances of capture are fairly remote. However, the capture or elimination of CIA sponsored mercenaries is a fact in our war zone.
Hundreds of these killers are indeed here now and utilized routinely in sniper operations, communications intercept and recon operations. They are in turn supported by NSA satellite intelligence, communications intercepts, and logistics from the CIA who were looking for Russian speaking logistics expediters as early as 2012, a sign they were planning a long term operation in Ukraine long before the first shot fired at Maidan.
Equipment used by such forces will be very high quality western in origin. It will be sterile and not official US military issue. Signs of such forces include high quality rifle scopes and optics, special weapon systems, high grade commercial communications devices and uniforms not normally worn by UAF forces. In emergency situations US helicopter assets from outside Ukraine may be called upon for extract or support as during the 2015 Apache helicopter mission within Donbass.
Use of such mercenaries is illegal under both UN conventions and international law. But the United States refuses to sign such treaties just as it refuses to be a party to an International Court out of legitimate fear of war crimes charges against it's leaders and military personnel.If such persons are suspected of a CIA affiliation, do not report capture openly due to US communications intercept capability.
Also be aware these forces will have micro chips bodily implanted for tracking and recovery purposes.
