Santa Cruz County Grand Jury 2011-2012 Responses Posted

December 5, 2012, Santa Cruz, CA - The 2012-2013 Santa Cruz County Grand Jury has published the responses to the Final Report of the 2011-2012 Grand Jury. These responses are required from the subjects of the individual investigations. The Grand Jury’s report included an inspection of the county’s jails, plus investigations into programs for English learners in our schools, fiscal transparency in the City of Watsonville, LAFCO’s oversight of special districts, prevention of gas line explosions in our county, and the identification of soil contamination during the building permit process. Santa Cruz County Grand Jury
Watsonville Performance Audit

January 10, 2013, Santa Cruz, CA -
As a follow-up to the response from the City of Watsonville, the 2011-2012 Santa Cruz Grand Jury commissioned an independent Performance Audit of the City. The 2012-2013 Santa Cruz County Grand Jury has released the results of this audit on January 10th.

The audit found that the City is in poor financial condition compared to cities of similar size and demographics, and that its financial decision-making process lacks consistent written policies and procedures. Furthermore, some changes to its budget were not made public or approved by the City Council. Also, the procedures in place for procurement for City departments are outdated and inefficient.

The audit also contains recommendations for improvement. The Grand Jury hopes that these will help the City of Watsonville improve its current financial position. The Grand Jury has requested that this report be presented to the City Council at a future meeting.
