Japan is going to relax its long standing arms export ban, paving the way for weapons exports abroad. A Chinese state run firm has received the first contract to develop oil reserves in Afghanistan.

From CHINA The Chinese President expressed his condolences on the death of N Korean leader Kim Jung Il. Material from the Japanese earthquake which caused the Fukushima nuclear disaster has begun washing up along the west coast of North America from California to British Colombia.
From GERMANY Reporters Without Borders has released the annual figures for journalists killed and arrested. The US failed to block plans for a carbon tax imposed on air flights across the EU. British PM Cameron’s decision to veto an EU treaty change has been called "The Great Divorce"- an analysis of the growing UK isolation from the continent. Russia has demanded an investigation of civilian deaths by NATO in the course of the Libyan regime change.
From SPAIN Brazil is suing Chevron for a large offshore oil spill, and several firms including BP have purchased new drilling leases in the Gulf of Mexico. A Spanish journalist just published a book about Wikileaks, reviving unresolved issues about the freedom of speech and information.
From CUBA Venezuelan President Chavez criticized President Obama who stated that "Venezuela threatens democratic values," and puts the region at risk by having alliances with Cuba and Iran. Venezuela is likely to become a full member of the political and economic alliance called Mercosur, the common market of the south.
From RUSSIA Many Latin American leaders met in Mexico and condemned the US for contributing to the violent drug crime in their countries. They issued a joint declaration against the US drug policy and urged legalization of drugs if the US cannot restrict the demand from its citizens.

From GERMANY- The UN Climate Change Conference ended with only a roadmap for further talks has draw criticism from scientists and environmentalists, including Greenpeace. Canada announced that it is formally withdrawing from the Kyoto Protocol, which France and Japan called bad news for efforts to slow down climate change. Labor unions in Italy are staging a week of strikes over austerity measures. EU ministers approved a deal with the US to keep airline passengers personal data for 15 years. The Euro currency fell to an 11 month low against the US dollar.
From SPAIN The head of the European Commission accused the UK of risking the integrity of Europe's single market when PM Cameron vetoed the new fiscal treaty. A commentary on how a taboo was destroyed when former Greek Prime Minister Papandreou proposed a referendum on leaving the EU.
From CUBA- Cuba joined in the criticism of the UN climate Change Summit. Military clashes have continued in Libya between rival groups of the former rebel armies. A 20 year old Palestinian protestor was killed by an Israeli soldier who shot him in the face with a tear-gas canister. The Cuban Ambassador to France spoke about the significance of the creation of the Community of Latin American and Caribbean States, "CELAC."
From RUSSIA- Russia has seen many large demonstrations following recent election controversies- the US has supported the Russian government's non-violent response to the people in the streets. Hillary Clinton questioned whether the elections were free or fair, angering PM Putin and bringing up the influence the US has in elections around the world.
From JAPAN- As the Japanese fleet gets ready to go whale hunting in the antarctic region, the Sea Shepherd prepares to interfere. The Japanese government and TEPCO have announced that it will take up to 40 years to decommission the Fukushima damaged nuclear reactors.

From GERMANY British PM Cameron threatened to block a new EU treaty designed to save the Euro. A review of the scope and impact of the 2 million public workers who went on strike last week in the UK.
From JAPAN- Another nuclear power plant has been shut down because of an internal radioactive water leak, leaving only 15% of Japan's nukes in operation. Radioactive cesium was found in powdered milk, leading to the recall of 400,000 cans intended for infants. The lower House of Japan has approved an accord to develop and build nuclear power plants in 4 other countries. A major solar energy trade show has opened near Tokyo, where interest has soared after severe power shortages following the Fukushima nuclear disaster.
From CHINA- A Chinese entrepreneur has won a Right Livelihood award for developing and deploying solar technology.
From CUBA- A Viewpoint on the dissolving relationship between the US and Pakistan, resulting in the US withdrawal from a strategic air base used by the CIA for launching and controlling drones.
From RUSSIA- 33 countries signed on for the new Latin American organization called the Community of Latin American and Caribbean States, or CELAC. It has been largely caused by the overpowering influence of the US and the Monroe Doctrine.
