Its Budget Time at about this time every year some dumb folks give some drab AUDIT report
At about this time every year, some funny looking folks - give a drab AUDIT report on the state of affairs of our City and County of San Francisco. Its many Departments, and it is full of verbosity, diatribe, jargon, and mostly hot air. Every year some City Department will find themselves wasting money, if it not making a FOOL of themselves like the Municipal Transportation Agency, the SF Fire Department heading the Over Time list, some other Departments just forgetting they have to play by the rules. We, the constituents have to sit there for hours - and listen to these ugly folks fart away with no care - and less conscience.
Every year at about this time there is a lot of activity - where there is too much vain talk about all aspects of the Budget and the cuts that have to be made - in areas that mostly affect those that need help most.
This routine is repeated each and every year - and some years the circus visits the various neighborhoods - where some SF Board of Supervisors pander to the constituents; and the poor constituents vent, but nothing much comes from this exercise in futility - but deep frustration and desperation.
We saw thist before when Chris Daly was Chair of the Budget, then that inept one Sophie Maxwell, John Avalos, and now Carmen Chu.
Then you have the sp called independent Auditors - who come before the Audit Committee and spew hot air, and more hot air - and fancy terms - and tell you to your face that they are not there NOT to fix anything but just to pin point a few aspects of the Department budgets - and hopefully get the City Department to listen to them and fix the problem.
The take a sample of anything they do - that way, you cannot nail them for not doing a through job - and it is all fine with their so called auditing the thousands they are paid for the CRAP.
On the National Level we have seen sub-prime loans, derivatives, other complicated and dubious ploys and machinations - screw our economy.
Then just like that we the tax payers bailed the "thugs" the the likes of JP Morgan, Goldman Sachs, others of the ilk of Bernie Maddoff.
The problem is we have the same at City Hall - screwing us Royally and the buffoon Budget Committee, the Audit Committee, the other committees linked to the SF Board Of Supervisors - pretending to be some expert or have expertise - closer to some Certified Accountant - but, in reality not being able to connect the dots and less comprehend with compassion the plight of those that pay their taxes but get little in return.
You always can gauge the standard of any committee by the vain talk, the beating around the bush, the blah, blah, blah, and blah - and that is what the Audit Committee is all about.
Imagine the audacity of the Municipal Transportation Agency (MTA) coming before the SF Audit Committee comprising of David Campos the Chair from District 6, David Chiu from District 3 and O'Farrel from District 2 - all of these young unwise men -purporting to represent but making a FOOL of themselves.
Then some woman comes before them - and tells the Audit Committee she had nothing to report - because they felt the area in which the Over Time was spent was mostly with the MUNI Operators - and that at some later time - this Department within the corrupt MUNI Department, that comes under the MTA, that is linked to the Traffic Department, and also controls the Taxi Industry - all so very complicated - will make it before the Audit Committee.
But, for now Ms Williams has nothing to share - before this very petticoat committee of sorts - stupid to the core. The Committee remind Ms.Williams she is just the messenger and that Director Nathaniel Ford should appear before them - he could not today - because he was at the TransBay Joint meeting and so - he could choose and Ford chose better.
Some years ago the SF Board of Supervisor gave MTA powers - through the City Character - and the MTA really does not respect the SF BOS. In fact no one does today - judging from all mundane silliness and the lack of diligence, less accountability and transparency. Time will tell.
The long audit given by the independent firm that receives a lot of money, and made a drab, mundane, nonsensical report - was not a worth a penny.
In this City and County of San Francisco reports, thick documents from dubious consultants, so called experts on vomit and other such topics - all make good reading to the SF Board of Supervisors who are well versed with issues that have nothing to do with good - governance.
I have been attending the Audit sessions since 2001 and not one year passes without the lengthy report - saying our City and County is in good shape and that only some minor tear in a petticoat, some light stain on someone jocks, some little button hole - needs to be fixed.
Never mind in the past years we spend over thirty million dollars building a narrow bridge by Cargo Way and Third Street. Two cars moving in the opposite direction - can barely pass one another.
Never mind the Force Main by Marin Street compromised costing this City and County of San Francisco over 25 million dollars - just because this City permitted some East Coast company - without any soil testing to burrow three conduits under the Force Main. Spewing millions of half-treated sewage into Islais Creek, the Bay and destroying the Muwekma Ohlone Sanctuary and Park.
Never mind the Municipal Transportation Agency - spilled over 100,000 of diesel polluting the watershed - an amount so great the the diesel slick was found three miles away at Islais Creek. Then to repeat the same mistake with less thousands of gallons of diesel - some months later. Costing millions of dollars in clean up.
Never mind the many liabilities by MUNI linked to accidents, software that does not work, drivers asleep on the job, and so on.
The SF Health Department stealing money from the indigent and wasting money in the millions on other projects under Dr. Mitch Katz - the SF General Hospital with a Billion dollar plus budget - that has NOT been audited in years.
Millions unaccounted for and tabulated with dubious numbers - by the SF Redevelopment Agency that has NOT been audited in years. A quasi-State agency that use to do as it pleases and will soon be shut down by Governor Jerry Brown the Governor of California.
The SF Fire Department - just; in the Over Time arena has spent over $26 million this last fiscal year - in 2006 is was about $7 million. Why the discrepancy - it all comes to less 360 Full Time Employees less then in the year 2006 and the INTENT to use Over Time with present FTEs to conduct business in the Safety arena at the expense of the tax payer.
It is simply unacceptable in the year 2011 for these so called person who surely do not meet the standard - to retire at age 50 years with ninety percent of the earned income.
Compounded the highest salary - and then by coincidence some bonus, promotion given them - just before retirement. Such gimmicks have been going on for years. A driver from the SF Fire Department who just drives some hot shot SF Fire Deputy of Fire Chief - mind you just a driver - can make $175.000 plus with benefits. Go figure.
Our interim Mayor Ed Lee is busy spewing hot air.
He has to be Circus Master until he is relegated back to Chief Administrator of this City with no power - and then back working under the new elected Mayor of San Francisco come January, 2012.
The clipping of the wings linked to the Chief Administrator of SF came about in 1996 when "thug" Mayor Willie L. Brown Jr. used his cunningness earned while Speaker of House in Sacramento - to change the SF Charter and then use the Power of Charter to chart his own petty, corrupt course.
Willie L. Brown Jr. controls Ed Lee - the poor chap that pretends he is independent.
Yearly, the Budget process is a JOKE - the Controller and the Budget Analyst - making some fake compromise - using the SF Board of Supervisor, the Chair of Budget as a pawn.
Yearly, the poor and those that need help suffer the most.
This City has over 100,000 dogs and may 200,000 cats, reptiles, and other creatures - that get more attention.
We have a human population of about 816,000 - our population is not growing - thousands are living the City because children, youth, families with a father, mother, children find it difficult to be accepted.
Never mind we have over 15,000 truant youth - and 10,000 of them are chronic.
Never mind that we see on our front cover of our local newspaper some youth take a life of another youth - and then three or four of them - pondering to incinerate the body. Signs of the time.
Never mind robberies, assaults, and theft of cars are on the increase - Citywide.
Never mind Quality of Life issues is at a all time low - our Transportation failing, our MUNI dirty, our roads full of potholes - a $400 million backlog that is in the offing.
The SF Board of Supervisor can pander to the America's Cup, the Rogue Developer Lennar and the on going ploys and Hunters Point and Treasure Island.
Then to top is all with the demise of the SF Redevelopment Agency; the propping of a new model that accommodates the Pacific Heights Mafia - the Infrastructure Financing District.
Who in the world could conjure such a model that has not worked in other areas - but, they say will work in a City and County of San Francisco - because it will bring in a return of 65 cents on a dollar - it is all about Greed and more Greed.
It is Budget Time and the dump, inept Audit Committee, the Budget Committee, those SF Supervisors responsible are busy pussyfooting - partying, and building their own portfolio for future political leverage. Damn these fools will never learn - always acting like leeches and always pandering to the filthy rich.
Once San Francisco had compassion - no more - not with such a bunch of idiots, morons, no decent family values, good for nothing to the core. They cannot spell audit and less know the etymological meaning of the word.
