SF Redevelopment DEAD- its NEMESIS Infrastructure Financing District resurrected for ploys
The San Francisco Redevelopment Agency is DEAD and rightly so. From its inception it has caused tremendous damage and has the BLOOD of thousands of innocent people on its hands. Using Eminent Domain laws; to remove people and displace them in the past. Recently, Governor Jerry Brown decided to stop all funding to the all "Redevelopment Agencies " and rightly so. Now, once again - the greedy mongers have risen their ugly head and have created a model - called INFRASTRUCTURE FINANCING DISTRICT (IFD). Monies are generated within the District and used to build high density housing much the same as the San Francisco Redevelopment Agency. Plans are afoot to use the same ploy at Treasure Island. SFRA and its minions are waiting to create this model, and keep the snakes alive - who worked all these years at SFRA - pushing even harder to cheat, steal, and deceive the populace.
The San Francisco Redevelopment Agency (SFRA) has a sordid history of using machinations and ploys; and that very dangerous "tool" Eminent Domain to remove people from their homes and displaced them - the SFRA did this in the Fillmore and the SFRA continues to do this all over California.
It is the SFRA that permitted Lennar, a Rogue Developer to grade large areas of land and spew toxic dust, radiological elements, asbestos dust and adversely affect - hundreds of innocent children, our Elders, and those with compromised immune systems to suffer ailments - and many of them died. Most of them our Elderly.
Our children suffer to this day. Our SF Health Department is known to work and favor with the Big Developers and the Mayors of San Francisco who have sided with the Big Developers. Greed has taken a hold of some and they do not care have told our children, our women, our Elders - have been adversely impacted in the thousands over the years.
When Governor Jerry Brown deemed fit to shut down SFRA come June, 2011 - many of us, who have studied the SFRA were pleased.
The Governor, Jerry Brown decided the millions of dollars given to the SFRA - should be given to the local governments - to take care of pressing needs - health, education, transportation, deferred maintenance and so on and so forth.
There are large constituents in San Francisco who do not want millions to be spent on two large properties - one Treasure Island and the Hunters Point Naval Shipyard to build homes on Toxic Land. Both properties belong to the U.S. Navy and are as I have stated clearly very, very, very contaminated. More with Radiological Elements from operation during World War II and other operation stemming from those of TRIPLE A - a ship building entity,
The U.S. Navy is known for dragging its legs, contaminating land - using code words such as "jettison" when it desires to get rid of the worse type of contamination - burying it anywhere and everywhere. The world knows the history of the U.S. Navy when it comes to toxic sites and Superfund Sites - that are the most contaminated.
The Polynesians must note the harm done to Polynesians in the Bikini Experiments - those results came to haunt others are Hunters Point Naval Shipyard - where the ships that took part in those deadly Atomic experiments - were brought to Hunters Point Naval Shipyard to be cleaned, abated and mitigated.
The result of the contamination linked to Hunters Point Naval Shipyard can be found in the U.S. Navy document the Final Historical Radiological Assessment Report and Amendments found at the Main Library in San Francisco on Grove St and Market Street.
Both Hunters Point Shipyard and Treasure Island are prone to flooding, liquefaction and of course the impending Earth Quake (affectionately called the BIG ONE). Not to mention a Tsunami that will wipe out anything and everything at Treasure Island - lock, stock and barrel.
Treasure Island is a man made island and sinking two to three inches every single year.
Now, to the ploys and machinations - to build high rise buildings that favor density at TREASURE ISLAND - using a tool that has been used at Rincon Hill called the Infrastructure Financing District (IFD) where monies are collected from those within the District and monies borrowed against the equity that the District has.
This tool favors a City and County such as San Francisco that can capture over 60% on a dollar - but the details are complex and this Economy will not permit such dubious ploys to move forward for large area and a site like Treasure Island that has too many unknowns.
This plan has to be brought before the people and all it takes is one law suit - and this newly formed tool and those that parley with it - will linger in limbo.
This tool is meant to replace the ploys and machinations of the SF Redevelopment Agency that has a track record of harming innocent, hard working, tax paying - people.
On Thursday, April 7, 2011 - at the SF Planning Department Meeting I saw all the sharks gathered for the presentation by Mr. Hills - Fred Blackwell was there, Mary Murphy lurking at the back, Kofi Bonner the President of Lennar Uraban (that is sinking in the CESSPOOL of its own creation), Doug Shoemaker (whose agency keeps changing its name) he has something to do with the Mayor's Office of Housing, others that had a strange impression on their faces and there was the smell of - SULPHUR.
It was like watching Ali Baba and the forty thieves - planning in public, using a TOOL - that will go no where.

Andrew Bozeman and I went to Sacramento and shot it down - in front of the hearing committee and in the presence of Senator Mark Leno then Assembly person who was pushing for this Authority at the Hunters Point Naval Shipyard - way back in 2002.
Both Treasure Island and Hunters Point Naval Shipyard have serious clean up, abatement and mitigation - issues.
If you study the Disposition and Development Agreement at Hunters Point - linked to Parcel A - all the amenities linked to Affordable Housing and more so Rental Housing have been paired down. Rental units were removed all together.
There is no point using Infrastructure Financing District ploy; trying to convince thousands of people; trying to placated the constituents - by telling them there will be less Affordable Housing - all the same some affordable housing and this can only be done by building more Market Housing. This logic at this time falls on its face - and those trying to take the "poor" and those that need help - will be disgraced. They already are - look at Kofi Bonner and Fred Blackwell and Doug Shoemaker!
Both at Treasure Island and Hunters Point once REDEVELOPMENT has been laid to rest - the ploy is to convince developers to build "Market Value Homes" - will not fly because no one has the money, there is NO movement in the housing market - and more; the homes that will be built on contaminated sites - will be questioned again and again.
The banks do not want to have anything to do with such propositions and the Insurance Companies are suspicious of homes built on land prone to liquefaction and flooding. Most of all Earthquakes and of course the ever present looming - TSUNAMI that is right in the path of Treasure Island.
Another model that was planned to be used with the ploys of SFRA - Land Banking has gone out the door.
Lennar and other dubious Big EVIL DEVELOPERS are looking for financing and will not get it.
The Federal Government last night at the eleventh hour passed the Federal Budget with a "stop gap resolution". They did this just for one measly week and then the circus begins all over again. Federal Stimulus Money will be carefully monitored - this message for the Mayor of San Francisco and the many dubious, so called - "shovel ready" projects linked to SFRA.
Nancy Pelosi and Diane Feinstein, Barbara Boxed and George Miller - were licking their chops - these so called Representatives have FAILED; when it comes to helping and standing by the people that really need help.
There are thousands of homes in foreclosure and there is no money - go to any bank and see if they will loan you money.
The banks who took part in the large scale "sub-primes scandal" will all be served warrants - banks such as Bank of America, Wells Fargo, other major banks have been caught red handed - forging papers and deceiving the people. One by one they will fall down - like those buildings swallowed up in the Tsunami.
