Do not cover the meter with aluminum foil. It intensifies emissions and throws them back through the wall. Instead, you may consider putting jeavy duty aluminum foil (shiny side facing meter) on the interior wall behind the meter, and grounding it to outside. Check with a specialist in this area (electrical engineer with rf radiation expertise). See http://www.smartmeterdangers.org for a list of consultants and more info.
