You really cannot teach an old dog new tricks. In this case it is a fat cow that for some reason chews on plastic. The Chair of the San Francisco Land Use has time and time again over the year, failed - to encourage transparency and accountability. Again and again the SF Redevelopment Agency and the SF Public Utilities Commission is given a pass when it comes to standards, fair play, transparency and accountability. Again and again the constituents of San Francisco are take for a ride. Again and again Sophie Maxwell who is being termed out - continues to rake in the thousands. Adversely impact the innocent people from the Southeast Sector.
San Francisco has always been known to stand for what is right. Not so the Land Use and Economic Committee with Sophie Maxwell as its Chair. Under her corrupt leadership the most despicable projects and so called ordinances - mostly dealing with Land Use - sent to the SF Full Board for action - mostly with recommendation. This nonsense must stop.
Over the many years - ardent, educated advocates have come to San Francisco City Hall and stood up for what is right.
It is not an easy thing to do - especially, when in recent times corrupt agencies like the SF Public Utilities Commission and the SF Redevelopment Agency - have decided to foster corrupt, discrimination, and endorse the lack of transparency and accountability in furthering their machinations and ploys.
Further deceive the COMMONS, cheat them of their hard earned taxes - and blatantly LIE to the constituents of San Francisco. Harm our children and Elders - some one has BLOOD on their hands and pretend they are trying to perform - when all they do is the - opposite.
At yesterday's Land Use Meeting all the other agenda items were taken one by one.
However, when it comes to the Hunters Point Shipyard and the Bayview Hunters and the SF Redevelopment Agency two important items were taken together - and only two minutes given to address these important items during Public Comment.
It is becoming a habit to deprive the COMMONS from commenting and giving the minimum public comment time. While the corrupt decision makers - spew all the rhetoric, spew diatribe, and filthy hot air.
The first item was agenda item 101448 linked the installation of Public Art to be places on Parcel A that is polluted, over-grown with grass, and still needs to be mitigated and abated.
The immediate area is polluted with Asbestos Structures and the daily reports that I get from Threadwell and Roll speak to this fact. Innocent constituents - just outside Parcel A on Cleo Rand and beyond are all suffering for various ailments. The more serious ones linked to breathing ailments and cancer of all forms. One has a tumor of the brain and was healthy four years ago.
When Lennar, the Rogue Developer started the grading in and around 2004 - that is when people living just outside Parcel A started falling sick. Lennar knew well about this fact - but, chose to use the innocent constituents as experimental - rats. This nonsense must stop - and Lennar must be held accountable.
Lennar with intent bombarded our children and our elders. Lennar was supported by Sophie Maxwell from its inception and given bribes by one Roy Willis and others over the years.
Now, the SF City Supervisors want to endorse placing some Art Works on contaminated land. Not much is happening at Parcel A. Lennar is faced with Law Suits but what is more is over $400 million the hole.
Right at this moment - Lennar is seeking to dump Hunters Point - as it is making no headway. No one in their right mind will take over anything from Lennar - not after what happened at Mare Island, LandSource in Southern California - and not in this economy.
The Nations unemployment is climbing and the National debt over 4 Trillion and climbing - and things the Federal Reserve Board says will take years - as many as 5 years to first settle and 10 years to put this failing economy on track.
As I predicted a long time ago - the land at Hunters Point Naval Shipyard is polluted, must be cleaned up and what is more verified by an Independent Entity.
We, the people cannot trust the Environmental Protection Agency (EPA), the Regional Water Board, the SF Health Department, and the other inept Regulatory local, State, and Federal Agencies that have failed to do their work.

A Record of Decision (ROD) in 2003 linked to Parcel A at Hunters Point Shipyard. The ROD was passed but as I said there are still contaminated radiological areas.
Other hot-spots that have not been cleaned to standards. In the year 2000 - Proposition P was passed by 87% and the mandate given to those in authority to clean the entire Hunters Point Naval Shipyard to the highest standards.
The on going clean up is slow, poor done, and the COMMONS are being fooled. The U.S. Navy cannot fool all the people all the time. Time will tell.
The EPA and the Bay Area Air Quality Management District (BAAQMD) has failed to do it duty. We, the people protested and the BAAQMDf fined Lennar $150,000 but after that happened - nothing much has. Go figure.
Lennar has FAILED on its Disposition and Development Agreement (DDA) signed in the year 2003. Every time some time-line, some stage or element has to be completed - Lennar has used the SF Redevelopment Agency and Commission, the Mayor's Office of Economic Development and Workforce, Sophie Maxwell, the Bayview Hunters Point Project Area Committee, the Citizens Advisory Committee to the Hunters Point Naval Shipyard - to make amendments to the DDA and approved with minimal discussion by the San Francisco Redevelopment Commission and passed.
The SF Redevelopment Agency and Commission is a quasi-State Agency that has not been audited and does not come under the jurisdiction of the SF Board of Supervisors. Sophie Maxwell , in whose District the Hunters Point Shipyard is - is used as a TOOL to foster corruption and handing of bribes to gain - votes.
The original DDA included Rental Units but that was amended not to include Rental Units. Lennar wasted the money set aside as Community Benefits. Lennar was first registered as a Limited Liability Company (LLC) in Sacramento - way back in 1998. Now, after three other changes it is registered in Delaware as a Limited Liability Partnership (LLP).
Lennar is crooked to the core - and continues to get the support of the majority of the SF Board of Supervisors, the Mayor, the SF Redevelopment Agency and Commission, and the SF Public Utilities Commission and Staff. Shame.
Lennar does NOT have any design less intention to build anything on the Shipyard - not even one, single dog house using its down money.
It is desperately looking for buyers - and in this DIRE economy - no one worth their salt - wants to have anything to do with Lennar.
However, the SF Redevelopment Agency and Commission backed by corrupt forces that voted for Lennar the eight SF Board of Supervisors are now poised to use Federal Money, our federal tax money - to install ART WORKS - on very POLLUTED LAND on Parcel A.
Art is holistic and no ART must be placed on polluted ground.
On another note the entire Shipyard some 95% of it is Land Fill. The remains of the Ohlone were scattered all over the Shipyard. The remain were removed from two hills nearby, demolishing a Sacred Burial Ground and committing this sacrilege.
Of course Sophie Maxwell could not care less - never has when it came to the Sacred Heart Church, any Church, any religion, any standard or moral ground that demands that some one takes a stand on higher moral ground.
Sophie Maxwell has been on the take - she has taken money from Lennar and she has and continues to take money - as she is being termed out. Good riddance of very bad rubbish.
The other items 101449 gives the SF Redevelopment Agency the authority to spend $7,258,890 to rehabilitate Building 813 - that is surrounded by contamination, much of it radiological elements. The Hunters Point Naval Shipyard is a Superfund Site and contaminated.
In this case, despite of Economy - the Federal Government has decide to give the SF Redevelopment Agency and the SF City and County of San Francisco - Federal tax payers money, knowing well that it will be misused.
The parcel some 260,000 square feet will be owned by the SFRA. 90% of the money will be funded by United States Department of Commerce, Economic Development Administration - money diverted as one of the Pork Barrel Projects by Nancy Pelosi. Nancy Pelosi as you all know is no longer the speaker of the House - her cluster fuck policies have led to her being in charge of the toilet in Washington DC.
The plan, to use this building 813 on Hunters Point Shipyard - to foster as an Incubator Facility much as been done at Mission Bay.
Only, in this case at the Shipyard, nothing much will happen.

Lennar's 8-3 victory at the SF Board of Supervisors - to develop the Shipyard - will bring this City and County of San Francisco to its knees. Building 813 is situated on D-2, the designation given by the United States Navy - and has NOT been handed over to the SF City and County of San Francisco - yet. It will when the on going clean up is completed.
When that is done the SF City and County of San Francisco - will handed it over to SF Redevelopment Agency - who in turn, then hand it over to the Rogue Developer - Lennar. Time will tell.

To date we are requesting how much of the $4.6 Billion has been spent on Community Benefits and we cannot get a sensible answer from SFPUC. They have had over 6 years to figure out their accounts and a reporting mechanism but failed every time they are asked. Dumber then dumb - after being requested they come before the Land Use - and make a fool of themselves.
SFPUC relating stories and generalities that are not becoming of any professional. One calling his office a home when he lives in Vallejo. Another talking about his family business when it has nothing to do with Community Benefits.
In short SFPUC has failed when it comes to Community Benefits and always propagated corruption and doling money to consultants, entities, and individuals - many dubious in nature.

The $2.4 Billion San Francisco Bond Measure was initially passed by the constituents of San Francisco to rehabilitate the Water System Improvement Project (WSIP) and the Sewer System Improvement Project (SSIP).
SF Public Utilities Commission and Agency, more during the term of General Manager Pat Martel and Susan Leal - put the Sewer System Improvement Project on the back burner - lying to the constituents of San Francisco and committing - FRAUD.
Now, in the year 2010- 2011 plans are afoot to beg, the constituents of San Francisco for another $1.4 BILLION in a Bond Measure - to address the revamping, replacing, and putting in place a Sewer System Improvement Project (SSIP) that can address the aging digesters, the badly worn out WEIRS, the aging sewer pipes on an average that are 80 years old.
The above should have happened the first time around - with the $2.4 Bond Measure passed by the constituents of San Francisco. A big deal was made about the impending BIG ONE - and we the COMMONS taken for a ride. It is despicable to say the least - a SNAFU.
In years gone by the SFPUC and before that the Water Department - permitted former Mayors Diane Feinstein, Art Agnos, Willie L. Brown Jr. to RAPE the General Fund and misuse the money.
This fact is well documents and the folks at SFPUC know about it.
Monies that should have been spent to maintain, repair, and replace the various operations and facilities linked both with the Water System Improvement Project (WSIP) and the Sewer System Improve Project (SSIP).
Harlan Kelly who is in charge of the WSIP is well known to me and was given a special contract by then Willie L. Brown Jr. He works hard but not hard enough to expose the discrepancies, blatant corruption, and lack to adhering to time-lines with standards when it comes to those projects under his purview.
He wants to play the good cop - while most of those around him make use of his generosity and kindness. I know this for a fact and at times have stepped up - because of Harlan Kelly's goodness to defend him in public. Folks ask why - but I know, why.
The WSIP has been bereft of failures and even as the SFPUC is trying to put its best foot forward - it has wasted millions of dollars on Project Plans that were ill conceived.
Mostly white folks, with a deep bias to include the best minds, most of them people of color on the many projects - create hurdles. I know the jerks but will save exposing them in another lengthy - article, on the same subject.
Some Black consultants have be hired from Oakland who have no clue how to engage Community Benefits linked to San Francisco. The did not participate on the WSIP workshops, have not clue about the history of the Hetch Hetchy, less the operations and history of the former Water Department and now SFPUC. On the WSIP - the Hetch Hetchy project is unique and requires comprehensive facts and experience to comprehend.
The area around Yosemite was stolen from the Piutes and the Miwoks - the First People of the Region that took care of the resources for thousands of years. That is until the strangers came and stole the land. Raped the women, killed the children and women, and took over the land without any compensation. Once a rogue, a robber - always a rogue and robber - more so if the entities live that way - each and every day - year in and year out. Some do to this very day.
The dammed Hetch Hetchy water the most pristine - enclosed with granite rocks and known the world over. To the First People - is is Sacred Water. Not so to the strangers and thieves.

Yesterday, we had a couple making a fool of themselves. They know it and they should own it. Enough said. I could name them - but, suffice to say - I will spare them the SHAME.
Sophie Maxwell will conduct the same hearing for the third time - next Monday. If I have the time, I will be there. I have the luxury to watch the proceeding on SFGOV TV and report.

They can afford at tax payers account, the folks that buy water and hydro-electricity and have their check paid to SFPUC employees. The very high salaries must be trimmed and CAPPED to $100,000 for the top Managers and that includes - benefits.
They must live with the times and these hard times - with our dire economic National debt and the adverse conditions - impacting millions that are unemployed. Most SFPUC employees are laughing to the bank - while all the time not performing and thinking they are performing like buffoons.
Never before have I seen such jack asses make a fool of themselves in public so many times.
Some drastic changes must be made and the Federal Bureau of Investigation must be included in all the machinations and ploys.
The role of Sophie Maxwell when she was attached to the hip with Susan Leal and the illegal benefits that accrued from such a despicable - relationship.

Now, in the year 2010- 2011 plans are afoot to beg, the constituents of San Francisco for another $1.4 BILLION in a Bond Measure - to address the revamping, replacing, and putting in place a Sewer System Improvement Project (SSIP) that can address the aging digesters, the badly worn out WEIRS, the aging sewer pipes on an average that are 80 years old.
The above should have happened the first time around - with the $2.4 Bond Measure passed by the constituents of San Francisco. A big deal was made about the impending BIG ONE - and we the COMMONS taken for a ride. It is despicable to say the least - a SNAFU.
In years gone by the SFPUC and before that the Water Department - permitted former Mayors Diane Feinstein, Art Agnos, Willie L. Brown Jr. to RAPE the General Fund and misuse the money.
This fact is well documents and the folks at SFPUC know about it.
Monies that should have been spent to maintain, repair, and replace the various operations and facilities linked both with the Water System Improvement Project (WSIP) and the Sewer System Improve Project (SSIP).
Harlan Kelly who is in charge of the WSIP is well known to me and was given a special contract by then Willie L. Brown Jr. He works hard but not hard enough to expose the discrepancies, blatant corruption, and lack to adhering to time-lines with standards when it comes to those projects under his purview.
He wants to play the good cop - while most of those around him make use of his generosity and kindness. I know this for a fact and at times have stepped up - because of Harlan Kelly's goodness to defend him in public. Folks ask why - but I know, why.
The WSIP has been bereft of failures and even as the SFPUC is trying to put its best foot forward - it has wasted millions of dollars on Project Plans that were ill conceived.
Mostly white folks, with a deep bias to include the best minds, most of them people of color on the many projects - create hurdles. I know the jerks but will save exposing them in another lengthy - article, on the same subject.
Some Black consultants have be hired from Oakland who have no clue how to engage Community Benefits linked to San Francisco. The did not participate on the WSIP workshops, have not clue about the history of the Hetch Hetchy, less the operations and history of the former Water Department and now SFPUC. On the WSIP - the Hetch Hetchy project is unique and requires comprehensive facts and experience to comprehend.
The area around Yosemite was stolen from the Piutes and the Miwoks - the First People of the Region that took care of the resources for thousands of years. That is until the strangers came and stole the land. Raped the women, killed the children and women, and took over the land without any compensation. Once a rogue, a robber - always a rogue and robber - more so if the entities live that way - each and every day - year in and year out. Some do to this very day.
The dammed Hetch Hetchy water the most pristine - enclosed with granite rocks and known the world over. To the First People - is is Sacred Water. Not so to the strangers and thieves.
SFPUC has failed to abide by the Raker Act.
Has made deals with entities like Tulare, other large business in the Silicon Valley, fostered nepotism and discrimination. Failed to serve the constituents of San Francisco - the intended, purpose.
The average salary, of the so called inept Assistant-General Managers is $225,000 with benefits. This is disgusting for work produced, that is shallow, inferior, lacking standards. Yesterday, we had a couple making a fool of themselves. They know it and they should own it. Enough said. I could name them - but, suffice to say - I will spare them the SHAME.
Sophie Maxwell will conduct the same hearing for the third time - next Monday. If I have the time, I will be there. I have the luxury to watch the proceeding on SFGOV TV and report.
Sophie Maxwell is being term out and has made hay while the sun was shinning - raking in thousands from many entities including the SFPUC.
She pretends to play the bad cop in public - while making all the deals behind close doors. I have seen SFPUC staff several times enter her room - and leave after hours. Why?
So far, NOT one presentation linked to Community Benefits has been transparent. Again and again the corrupt SFPUC has been exposed. Their only salvation they are an ENTERPRISE DEPARTMENT and generate the money from the bills paid by the 2.4 customers - plus.
They can afford at tax payers account, the folks that buy water and hydro-electricity and have their check paid to SFPUC employees. The very high salaries must be trimmed and CAPPED to $100,000 for the top Managers and that includes - benefits.
They must live with the times and these hard times - with our dire economic National debt and the adverse conditions - impacting millions that are unemployed. Most SFPUC employees are laughing to the bank - while all the time not performing and thinking they are performing like buffoons.
Never before have I seen such jack asses make a fool of themselves in public so many times.
Some drastic changes must be made and the Federal Bureau of Investigation must be included in all the machinations and ploys.
The role of Sophie Maxwell when she was attached to the hip with Susan Leal and the illegal benefits that accrued from such a despicable - relationship.
This report is the tip of the iceberg - a lengthy report in the near future will expose entities such as Business Development Incorporated and one William R. Denis and other dubious entities and persons - dealing and making money without justification and more fostering corruption.
