North Dakota has owned its own bank for nearly a century. At a time when most states are struggling with serious budget shortfalls, North Dakota boasts a billion dollar surplus, a huge sum for such a sparsely populated state. North Dakotans have beaten the Wall Street credit freeze by generating their own credit.
