Dear Mayor Dellums,
As a native born son of Oakland California I have witnessed over the decades the growth of my home town. Oakland CA. has always been the “West Coast’s” birth place for urban activism, social criticism and political struggle by African Americans. I watched, as a child in the 60’s, race riots and civil unrest break out in Oakland communities subject to policing by disproportionately white police department officers.
And now in 2009 and 2010 it continues. The “manslaughter” of Oscar Grant and the officer related death of 48-year-old Fred Collins show that the problems with the Oakland Police Department and the community have not gotten any better.
As the Chair of the San Francisco Mental Health Board I would like to invite you, the Alameda County Mental Health Board, BART police and the Oakland Police Department to begin talks on how to train Oakland Police Officers to use understanding and skills gained through specific training to identify and provide the most effective and compassionate response possible to police situations involving people in a mental health crisis.
The Oakland Police Department’s Crisis Intervention Training website says "What should you do if you have a family member/friend in crisis due to a mental illness or substance abuse issue? When calling 911, ask for a CIT trained officer and one will be dispatched if available.” I would like to challenge that each and every officer imperatively must be trained to respond to such imminent crisis as it arises.
The San Francisco Mental Health Board has trained law enforcement personnel to deal more effectively with the mentally ill. Many Oakland officers have taken the course and were overjoyed at the training and being able to utilize their new found knowledge in the field. The course provides training in recognizing signs and symptoms of mental illness, information about available community resources, and specific crisis intervention and de-escalation techniques.
From the shooting death of Idriss Stelley, a 23-year old Black student who was killed at the San Francisco Sony Metreon Complex in San Francisco during a "5150" psychiatric intervention to Theresa Sheehan, a mentally ill senior who survived multiple shots by an SFPD officer, San Francisco has seen its own travails regarding placing officers untrained in “crisis intervention” into situations with people with mental illness that inevitably concludes with predictable, tragic and fully preventable consequences.
It is in light of our shared concerns regarding the safety of all residents here in the Bay Area that I you welcome to contact our offices here in San Francisco to begin talks on bringing all involved parties to the table to collaborate on how to institute trainings for Oakland Police Officers. Let’s do the right thing before the next death occurs at the hands of the OPD.

What a WONDERFUL and constructive offer.
This is also totally relevant to how we deal with our "homeless" people too.
We have had two public forums for mayoral candidates, one general and one on crime, and plan another soon on Jobs.
I could see one on public health, including mental health as being very helpful for the public and something that anyone running for mayor of Oakland should have on their radar, because priority or not, anyone who ends up mayor will have these issues on their plate. Maybe you all along with NAMI and others could sponsor a public health forum?

I am new to California and I have been watching the news and listening to Mayor Dellums. Your concern over recent events is evident but you seem to teeter on the edge of adding to the problem. Your personal views may be clouding your judgement. You should use the media and your position to benefit all Oakland residents. You should not use it as your own personal soapbox. Part of leadership is knowing when to stop talking. I am really saddened by what is happening in your city but you of all people must be part of the solution. Everyday we have the chance to decide what direction we are going to take. Stay positive Mr. Mayor. Your city needs this.
I have followed the Grant case since I first visited Oakland 12/25/08 for 10 days and watched the first reporting of the murder. I was horrified then and knew I did NOT want to live in a city that had cops who killed people so casually as Mehserle and other OPD cops too often do and get away with (history of OPD is proof enough). But this is happening everywhere. Sean Bell (NYC) and too many people in the state of Texas that I can't take space to list here, but I noticed in Portland the unrestrained abuse from cops on homeless people, people with mental disabilities (cops killed three men in the last 2 yrs. w/ these issues) and just the other day I read in Boca Raton, FL a 69 yr old man was threatening to kill himself and his son called the police (first mistake)...after an hours long stand-off the SWATT team that was called in shot and killed this man. With the increasing degredation of our economic and social system the last thing we need is MORE COPS USING GUNS/WEAPONS to respond to distress calls! Jesus...why aren't people using their heads to understand this??? We need to fund economic projects and health programs NOT SAVE OR EXPAND POLICE JOBS/PRISON PROJECTS!!!
