I wonder how that works. In Seattle, I've seen situations where officers stand near hub transit stations, and drivers wave when someone gets on without paying, and then one of the pool of 4 or 5 officers goes on and nabs the teen, and soon a line of people are getting searched and ticketed. In their new light rail (one single line) on more than half the rides, a conductor comes and checks that you are holding a pass or receipt.

However, in those pictures, it looks like a bunch of officers are converging on a single bus. That only works in a train system where everyone is supposed to hold proof of payment. In muni, you aren't required to carry a transfer stub. So what are all the officers doing? Is it like the bus drive mentally took note of about a dozen people who have gotten on within the past few stops, and then at this bottleneck, he/she points out a bunch of people who have to show they are holding a pass or something
