Former Hunters Point Power Plant fast tracking clean up aided by Regulatory Agency - DTSC.
The Department of Toxic and Substances Control (DTSC) has announced the Draft, Remedial Action Plan (RAP) linked to the former Hunters Point Power Plant. Within 34 days the public at large who do not have complete access to the required information are mandated to comment. The site about 30 acres is located by the Bay and Big Developers are waiting to develop this land. The area is very toxic and DTSC has a mandate to clean it up with the help of Pacific Gas and Electric - who operated the Power Plant until it closed in the year - 2006.
It the year 2006 one of the most polluting Power Plants in California was closed down. Pacific Gas and Electric kept the Power Plant in operation for as long as it could - buying "clean credits" and using very imaginable tactics to keep the plant open.
Using the the poly Reliability Must Run (RMR) - working with California Independent Systems Agency (CAISO) - to rake in millions at the expense of those living at Hunters View and the surrounding area.
Some of us Michael Boyd, Lynne Brown, Francisco Da Costa at meetings held at the Stake Holders meeting at 77 Beale Street, in Sacramento, Folsom, the many meetings held at San Francisco at the California, Public Utilities Commission - managed to infuse Environmental Principles and convince PG&E that the time had come to follow the Precautionary Principle and do right by the people. Shut the Hunter Point Power Plant - once and for all.
Hardly, had the Power Plant closed down vultures from every nook and corner - took credit for closing the power plant.
Of course those that really worked hard to make this happen, did not want any praise - for one simple reason - we had stopped the killing of our children, our elders - and the annual dumping of over 100 tons of dangerous particulates on the near by population. This nonsense had been going on - for over 60 years.
Sophie Maxwell, Linda Richardson, James Bryant, Jesse Mason, and the many others that now want to use PG&E and other bodies to rake in thousands - were not present at the critical meetings - that forced PG&E to do the right thing.
Some folks like Steve Moss, Joe Boss, Espanola Jackson, and others participated in some of the meetings - to lend support and close down the aged - Hunters Point Power Plant - too.
DTSC has NOT been kind to the people of the Southeast Sector.
It is a regulatory agency that pretends to do the right thing but has never been sincere.
At Mission Bay million of tons of toxic dirt has been moved from the high ground to the low ground. We had a case of tons of toxic dirt being removed at Pier 92. I know the details - but DTSC had to be forced to do the right thing - but, always never gives credit to those that really forced the clean up. In this case the San Francisco Port Authority was mandated to pay $1 million dollars in fine and do the clean up.
The over 30 acres of land in question and under DTSC by the Bay - will have to be cleaned and there are estimates that over 30,000 trips by trucks will have to be made to move the toxic dirt. So, we have vultures waiting on the side lines to rake in the millions.
Right now as was explained at yesterday meeting held at 6 pm at the church of Our Lady of Lourdes, 410 Hawes Street by Innez Street by DTSC - two truck routes are mapped out for trucks to move the dirt.
The above ploy has already been planned and when the number 30,000 truck loads and the amount of dirt 8 feet high covering a large football field was mentioned - I saw Jesse Mason a local - broker of sorts who DOES not live in the community - lightened up.
The toxic dirt right now could be moved by rail which is close by. It could also be moved by barge. But, without any meaningful discussion with the community - to plan to move it all by truck and that too by truckers that do not live in San Francisco - is what is planned with the blessing of James Bryant who heads the A. Phillip Randolph Institute and Jesse Mason - his side kick. Time will tell.
Most people gathered came for a presentation that was drab at most. People talking in circles. The facilitator meant well by trying to accommodate every one - but too many folks were using the time - to make off the point statements, and using their five minutes of fame.
There are those that talk the talk and few that really can walk the walk.
There were lots of soft drinks and subway sandwiches that the hungry had their fill - and when this happens - the discussion at hand falls by the way side.
Of course Linda Richardson requested to ask a question and made a five minutes speech - that she only understood - and then Linda left. Angelo King the Chair of the Bayview Project Area Committee was there - saying something about nothing.
Long time resident of Hunters Point and the Bayview - Espanola Jackson had to speak up and make some clarifications. Point out to the facilitator the real issues facing the people. At this time there are several operations - all toxic in nature - adversely impacting the community.
While DTSC - in good faith may promise to keep their operations clean - just the nature of the operations - is very toxic in nature. The area is very toxic and the landfill - primarily made off rock - containing Naturally Occurring Asbestos.
The ground water surrounding the 30 acres slated for clean up, is very polluted and so is the Bay near the former Hunters Point Power Plant.
Add to that the near by demolition operations by the John Stewart Company, the on going bombardment of the community by Lennar, other operations close by - the dust from the Hanson Sand and Aggregate Operations, the near by Concrete Companies spewing dangerous particulates and mercury - and you have a "Toxic Soup" - that the wind carries - every which way and if you happen to be at a place where it meets you - you are in deep trouble.
Such nonsense would never take place in the Pacific Heights Area, Nob Hill, the Sunset - but, when it comes to Hunters Point, Bayview, the Southeast Sector the supposedly Regulatory Agency - will act like pimps. Anything goes and what is most disgusting - the Precautionary Principle, basic standard cleanup, the safety and protection of the affected population in the clean up area - are thrown to the wind.
The public comment period on the Draft, Remedial Action Plan will run from February 5, to March 8, 2010. I have requested to see the documents so that I can study them and make the required comments. At this time the John Stewart Company is removing Asbestos from the many units it plans to demolish. This is called abatement. Such operations do impact the air and the environment - as much as one tries to curtail the adverse impacts.
Lennar is doing their mischief - bombarding the area - at Parcel A not too far way. Recently, we had readings of Asbestos Structures - in the high 34,000 the cap is 16,000 structures per cubic meter. These readings and Notice of Violations are enforced by the Bay Area Air Quality Management District. Both DTSC and the BAAQMD are State entities.
Right now many crooks that do not live in the community but say that they do - stand to gain and there is nothing anyone can do. Given that these machinations and ploys have been going on for years. The truckers that will benefit from the millions that will be generated will be from outside San Francisco.
This is open defiance of protocol and what folks say in good faith does not matter. These vermin bluff the people, feed them some food, give them some soft drinks - and before you know it simple minded people, not educated on issues - will swallow anything.
Let us move the toxic soil by rail it is close by and will stop adversely impacting the environment and save money.
Let us not move toxic dirt through the neighborhoods and more with the gusty wind. Let us factor in Cumulative Pollution. In the meantime the community is NOT really informed. The information put out is too technical - and most people cannot comprehend past the first few paragraphs.

Pastor Alex Toeaina and Star Miles tried to represent the Samoan community. Most others, the Polynesians did not attend the meeting. Pastor Alex tried his best to represent and I hope DTSC works with him and so do Pacific Gas and Electric.
The Samoans have suffered a lot and the same goes with the Blacks - the two prominent communities - that inhaled the smoke from the very toxic stacks - all these sixty years - until the Hunters Point Power Plant shut down in 2006.
Of course Sophie Maxwell the District 10 Supervisor was NOT present at this meeting. Pastor Calvin Jones was there - but did not say a word. James Bryant was all over the place - he is now in charge as he was for the outreach done with Proposition G - and the deconstruction of the Hunters Point Power Plant. One person died - while trying to pull heavy equipment using a rope.
Some local youth were given a crash Hazardous Material (Hazmat) training - worked on the job for a few weeks and left. Others suffer to this day from the adverse impacts working on the job site. No through investigation was done of the project. With the backing of PG&E and millions of dollars to back them - any Health and Safety issues can be covered up. I know the details and know for sure - who has blood on their hands.
Soon, PG&E will spend $20 million to stop the take over of Public Power using a Ballot Measure.

In the interim - large areas over 900 acres at the Hunters Point Shipyard, 23 acres plus at the Candlestick Point, another 20 acres by Alice Griffith and the Parking Lot - over 267 units are being demolished at Hunters View - to be replaced with over 800 units - in a gated community.
There is so much coming down the pipe-line - the people are all confused. Not to mention over 1200 units - that are primed to be built at the former Schlage Lock Company at Arleta by Old Bayshore and near the Seven Eleven.
Even as the meeting was held yesterday by DTSC - another important meeting discussed about 1251 units being built at Potrero Hill - covering some 32 acres by Bridge Housing Corporation.
