BAVC Still Unable To Get Independent Website For SF Community Access

The Bay Area Video Coalition which was awarded by the control of San Francisco Community Access stations by Newsom and the Department of Telecommunication Services has still refused to put up an independent website for the community access station. Ken Ikeda the director is now planning to shut down the flash studio and permanently shut down the main studio while they rebuild in their own offices. They also have refused to publicize the closure to the producers, programmers, supporters of community access and the public. So much for transparency of Ikeda and Company. This is their website as of November 17, 2009 only weeks before they say they will shut the station

BAVC responded to a RFP to run public access in SF at a dramatically reduced rate of operational funding (reduced from around $900K to $170K). According to the RFP, BAVC is obligated to do *nothing* but playback for the first year. Despite this, we have continued to support the flash studio, the editing suites, and the training and checkout of equipment in order to attempt to keep the SF producer community engaged..

Unfortunately, one consequence of the funding change is that we can no longer afford to $17,000 monthly rent on the facility at 1720 Market, so that facility will be closed down at the end of the year and facilities (*includng* the flash studio) will be moved to BAVC's main offices at 2727 Mariposa.

In addition, BAVC is moving forward with a major website overhaul that will provide dramatically increased services and will be hosted at sf.commons.tv.
"BAVC" is committed to NOTHING more than shutting down Public Access Television in San Francisco and taking the $$$ and running. In legal terms, this is called "Theft" of public monies, criminally punishable under both federal and state laws.

The bigger prize for BAVC and its' corporate masters will be showcasing and selling their commercial products and services on the public airwaves, via SF Channels 29 and 76, currently OUR Public Access Channels here in San Francisco.

Both the producers' and viewers' collective First Amendment rights will go out the window unless we succeed in opposing these
Corporate Thieves.

Whatever it is that some think BAVC is doing (or not doing) to the detriment of public access, this attention is mis-directed. BAVC is simply fulfilling the terms of the contract it has with the City of San Francisco, and isn't isn't doing anything that wasn't already spelled out and approved by the City. It is unfair to criticize BAVC for simply carrying forward the plan reviewed, approved, and funded by the City.

BAVC is in a contract with the City, and cannot substantially do anything more or anything less than what their City grant plan and grant funding allows (which includes closing a facility funded by the City 10 years ago but now being closed due to the operational costs of running those facilities). If the access community is unhappy with the plan for public access (and understandably so), then the blame lays with the City who approved and funded the plan for public access, not with BAVC who was simply the winning bidder of a City contract to carry out X, Y, and Z.

If people want to be up-in-arms and hold a demonstration, it should be doing this at City Hall, where the decision to de-fund and diminish public access was carried out by the Board of Supervisors. The Board controls how access is funded, and how millions of dollars per year of cable-related revenues are spent. (Notice the City's own access channel, SFGTV, is doing just fine.)

For those who think that the Bay Area Video Coalition is a harmless participant in the closure of the community access center in San Francisco they should take a look at the new website just recently put up by BAVC after it was pointed out that you had to go to the BAVC to get info. There is absolutely no mention of the station closure and the producer and programmers have not even been contacted about the closure. In addition the recently elected community access advisory board have also been provided nothing in writing about what the management is doing.
BAVC bid on the station not to build community access but use as a new addition to BAVC to profile their users. In fact if you look at the web page that they did put up they are not profiling the many community access shows on the front page but other work.
This is a scam job done in collaboration with the Newsom administration that want to close the station and hand it over to a non-profit foundation operator that is not representative of the San Francisco community.

Someone here wrote a comment titled "BAVC Violating Franchise Agreement" -- but then went on to write a comment that had nothing to do with the franchise, at least not as explained in his/her comment. What specific language in the franchise is being violated (reference please)?

By the way, BAVC is not a party to the SF cable franchise. That agreement is between the cable operator(s) and the City. The only people who can "violate" it (or allow it to be violated) are those two parties. If someone thinks the franchise terms are being violated, then you need to take that up with the party to the agreement who violated it.
BAVC has an annual operating budget of $5 Million. BAVC is not poor. They receive plenty of $$$ from their Corporate Masters.

Plus, BAVC is receiving over $550k from the CCSF to operate the SF Public Access Television station at 1720 Market Street.
Oh, and don't forget that one-time grant of $375k from Comcast. Total funding for the 1st year of Operations: $925k.

Quite a chunk of change to operate just a Program Drop-Off Center for SF Community Access TV on Mariposa Street, isn't it Taxpayers?

Sounds like "Theft" of Public Funds in legal terms. Solid Grounds for a Taxpayer Suit and Criminal Indictments.

Time to Jump Ship, BAVC, and let the Community run the Station.
