Bay Area Air Quality Management Distict (BAAQMD) FAILS to serve the SF Bayview Community.
Once again the Bay Area Air Quality Management District (BAAQMD) is using Dog and Pony shows to outreach the HURTING Bayview Hunters community presenting information in a nonchalant manner in the year 2009. The BAAQMD has with INTENT not responded to the Bayview Hunters Point community on exceedances generated by a Rogue Developer Lennar that has been harming the community since 2003. BAAQMD officials made a back door deal with Lennar and fined them a measly $515,000 instead of $38 million for the over 380 Notices of Violations (NOVs) plus. More then 450 NOVs to date.
The two leading Regulatory Agencies that could have helped the Bayview Hunters Point Community - failed the community and still drags its feet when it comes to Enforcement and monitoring Quality of Life issues. The two leading agencies are the Environmental Protection Agency (EPA) - Region IX and the Bay Area Air Quality Management District (BAAQMD) situated at 939 Ellis Street in San Francisco.

Stop Lennar Action Movement (SLAM) and some other Bayview Advocates have regularly attended many of the Board of Directors meetings linked to the BAAQMD. It was these meetings many attended by our children, mothers, and members of the community that convinced the BAAQMD Board of Directors that the Bayview Community was NOT going to give up on this issue where Lennar, a Rogue Developer bombarded the community with toxic dust, radiological elements and Asbestos Structures all emitting from Parcel A at Hunters Point Naval Shipyard.
Lennar started large scale grading in the year 2004. Prior to that Lennar Clear Cut over 400 mature trees. Lennar did not procure a permit to cut the trees. Once the trees were clear cut many footprints of former Navy homes were exposed. In the process of excavating the foundations radiological elements were detected in the sewer pipes.
So, even though Parcel A was convey signed by the Regulatory Agencies as being "clean" - in fact Parcel A was conveyed in a hurry and received by the City and County of San Francisco as DIRTY. The City of San Francisco then quickly handed Parcel A to the San Francisco Redevelopment Agency (SFRA) then under the most corrupt Director Marcia Rosen. Aiding this despicable woman Jessie Blout who then was Director of the Mayor's Office of Economic Development and Workforce.
Parcel A was handed over to Lennar a Rogue Developer who from the inception did not follow the Disposition and Development Agreement linked to Parcel A and the grading and other related issues. Foremost Article 31 linked to Dust Mitigation was not followed at all. Trucks full of toxic dirt drove from Parcel A into the community. Hundreds of complaints to the SF Health Department, the BAAQMD, to the SF Police Department by Bayview constituents went unnoticed. I called in over twenty times and got no response.
It was only when some of us made some noises at the Restoration Advisory Board (RAB) that deals with the others Parcel that come under the jurisdiction of the U.S. Navy that some one began to comprehend the issue at hand and the adverse impacts to the Bayview community at large. It was only then the SF Health Department took some action - closely followed by the BAAQMD the point person at BAAQMD one Kelly Wee.
Large scale grading of Serpentine Rock started in May, 2004 and went on for months without any Dust and Asbestos monitoring equipment. No watering to keep the Asbestos Structures down. A cap of 16,000 structures per cubic meter was set. Workers worked with safety equipment and no masks - while the exceedances at that time may have been in the 60,000 structures per cubic meter. Imagine the adverse impacts to the workers and the community. Many months later it was discovered that the equipment was not the right type and that much of the equipment did not have the required batteries in place to operate the equipment. Such nonsense would not be tolerate in a WHITE neighborhood but in the Bayview Hunters Point the perception is that mostly Black folks live there, are poor and ignorant - and anything goes.
This fact does not absolve the San Francisco Health Department - Dr.Rajiv Bhatia, Dr. Mitch Katz, and Amy Brownell. It does not absolve Kelly Wee and Jack Broadman from the Bay Area Air Quality Management District. This is one clear indication that California and San Francisco favors discrimination.
Since May of 2004 to date thousands of children, elders, and other members of the community have been suffering from bloody noses, severe headaches, lack of appetite, watery eyes, irritation in the throat, stomach aches, and so on. The segment of the population most impacted our Elders and then our children.

The Mayor of San Francisco Gavin Newsom knows about this and has done nothing. We want the adversely affected VICTIMS tested - now.
Lennar has been bombarding the community with toxic dust containing exceedances linked to elements like Silver, Aluminum, Arsenic, Barium, Beryllium, Cadium, Cobalt, Chromium, Copper, Magnesium, Manganese, Molybdenum, Nickel, Lead, Antimony, Selenium, Titanium, Thallium, Vanadium, Zinc, Mercury and more. I have the tests conducted by experts from samples taken at intervals around Parcel A. The results are shocking.
Over 350 other elements most of them radiological in nature are found on Parcel B, C, D, E, E2, F, G, and others being carved out and named by the U.S. Navy that has jurisdiction over these parcels. On these parcels Methane Gas spews in the air about 200 tons yearly. Most of these parcels are landfill of the worst kind.
One ton of Methane Gas equals 22 tons to Carbon Dioxide and other dangerous particulates - form a toxic soup that impacts over 900 acres and a 2 mile radius surround the Hunters Point Naval Shipyard. No one is talking about CUMULATIVE POLLUTION. Candlestick Point comes under this area of Cumulative Pollution so does Third Street and as far as Bayshore and Bernal Heights.

The community that attends the workshops by the BAAQMD are well educated especially those that have been attending for the last three year the Town Hall meetings held every Thursday at Ingalls and Oakdale in the Bayview - at the Grace Tabernacle Community Church. Our children, elders, others that are victims go to the hospitals and the nurses and doctors are astonished that this RACIST city is treating our children, our elders, our community with DISDAIN. The victim learn more from the nurses, doctors, and others in the know. The problem is that the culprits that harm the people do not want to test the victims and in doing so have to be held accountable. Michael Cohen the present Director of the Mayor's office of Economic Development and Workforce has known this from as early as 2000 when we met him and an artist explained to him the situation at hand. Yet, with intent hundreds of workers, others who are renting space to work and live on the Shipyard - sign the leases and folks tell me that the SF Redevelopment Agency collects the rent. Well, this is BLOOD money and no one should be put in harms way.
It is the responsibility of the San Francisco Board of Supervisors who have been asleep to follow what is happening at the Hunters Point Naval Shipyard. One of them is Sophina Maxwell the most corrupt Supervisor who has amassed wealth working as an UNFIT Supervisor and Chair of the Land Use Committee. She is the Supervisor for District 10.
It is too late for the Bay Area Air Quality Management District to have these Dog and Pony shows. Give gifts by having some lottery. Pander to the folks by offering them some little food. These actions smack of the "SLAVE PLANTATION". When I go to these meeting I am focused and do not allow myself to be hoodwinked by the cheese, some cheap crackers, gifts such as a T-Shirt that I got for proof of what I am talking about.
