...what kinds of messages would be sent. On what topics? What's an emergency? etc. etc. Inquirng minds want to know more.

Use the network to broadcast time sensitive alerts and messages to a mass list of subscribers, For example, if there is a police raid, arrest, upcoming event or action, etc. get the word out instantly, and directly. Others can join your list directly from their phone via txt message. you can also broadcast alerts via txt message.
