Is it or isn't?

I can't believe the Mendocino city or sheriff have a budget to cover these activities if they are legal? That would be stupid. I was reading the sheriff's booking report for Mendocino county and it looks like they have a lot bigger problems then harassing people who are legal (25 plants, 2 pounds in possession). So why would they do it? There's always two sides two a story and this is the info superhighway so what's the real story? It's either legal or not and it sounds like the only ones winning is the lawyers which I guess is no suprise.
