As drug trafficking increases and the illicit drug trade has been increasingly viewed as a major source of revenue for criminal groups and terrorists, how has the US government's development of policies and programs to combat international narcotics complemented its war on terrorism? Cato Institute's Vice President, Ted Galen Carpenter explores the links between the drug trade and international terrorism and examines the impact of America's war on drugs on its most recent counter-terrorism mission.
