The international context for U.S. policy toward Russia has changed fundamentally from that of the 1990s. Further, Russia itself poses a dramatically different challenge for U.S. policy from that of the 1990s. The combined effect of this dual transformation requires significant adjustments in the U.S. approach toward Russia.
