California Bill Would Reinstate Affirmative Action at Public Colleges

Saturday, January 3, 2009 : SAN DIEGO -- Assemblymember Ed Hernandez of West Covina has introduced legislation to amend California's constitution to allow public universities and colleges to consider race in their outreach and retention programs, reports La Prensa San Diego.
The bill would reverse Proposition 209, passed in 1996, which amended the state's constitution to eliminate all uses of affirmative action in the state, including higher education. Since then, enrollment in public universities and colleges by black, Latino and Native American students has fallen sharply.
