The situation in Chile - as in many other countries - seems similar to here: unrealistic barriers to entry for government licensing and potential harsh penalities for DIY radio - resulting in radio by the rich serving elite, institutional interests, while shutting out most everything else. Florencia speaks from an anarchist viewpoint with limited but adequate English.
