Hunters Point Shipyard SEIS - Public Scoping Meeting a ploy to decieve the Bayview in SF.

by Francisco Da Costa
A Supplemental Environmental Impact Statement (SEIS) has been prepared by the United States Navy to supplement the already existing 2000 Environmental Impact Statement (EIS). The Navy purports that the proposed building of a brand new stadium and other drastic changes - forces the United States Navy to come out with with new ploy. Behind all this nonsense - the Pacific Heights Mafia, Mayor Gavin Newsom, Senator Diane Feinstein, Congressperson Nancy Pelosi, and the many local sell outs the likes of Supervisor Sophina Maxwell and others like Aurelious Walker.
The constituents of San Francisco know that the corrupt Lennar Corporation spend over five million dollars to put on the Ballot a Measure called Proposition G.

Proposition G talked about Parks, Jobs, and Housing. The Ballot Measure was vague and had no precise legal language. This ballot has now triggered the SEIS - because the proponent say that they want to build a brand new stadium on Parcel G - that is on Parcel D.

At this time only Parcel A has been transferred to the City and County of San Francisco. The other parcels on Hunters Point Naval Shipyard - B, C, D, E, and F that is the Bay - still come under the jurisdiction of the United States Navy.

All the parcels are contaminated with radiological elements - the Shipyard is a Superfund Site.
Only the worst toxic sites are put on the Superfund Site. Hunters Point Naval Shipyard is one of the ten worst toxic sites in the Nation. Go figure.

The U.S. Navy has an obligation to clean up the entire Shipyard under Proposition P - that mandates the Shipyard be cleaned to residential standards. This Proposition passed in the year - 2000.

We also have an ordinance that mandates the use of the Precautionary Principle.

The City and County of San Francisco has chosen a route that is dangerous. The City and County has failed us on Parcel A. The land was turned over to Lennar and Lennar did not follow the Dust Mitigation Plan. It did not follow a legal document - called the Disposition and Development Agreement (DDA).

The Dust Mitigation Plan - part of the Disposition and Development Agreement - mandated certain dust and Asbestos protocols. During the first four months - when heavy grading was done - thousands of innocent constituents living withing a quarter mile of Parcel A - were adversely impacted. Lennar with intent poisoned our children and elders while this City and County of San Francisco looked the other way.

The grading started in the year 2004 and until recently - we have had exceedances - the cap on the Asbestos Structures is 16,000 structures per cubic meter - but we have had readings above 50,000 structures per cubic meter - many, many times 0 over the cap.

The Bay Area Air Quality Management District has been slow to fine Lennar and so has the San Francisco Health Department. Two individuals - Dr. Mitch Katz and Dr. Rajiv Bhatia have favored Lennar - who is a dubious developers that is disliked all over this Nation.

Lennar has a track record building homes of toxic land. At the Bayview Hunters Point - Lennar has with intent - poisoned our children and our elders.

The plan by Mayor Gavin Newsom who talks the talk but cannot walk the walk - is to handover the entire Shipyard to Lennar. This will not happen on the watch of Stop Lennar Action Movement - SLAM.

We the people want the entire Shipyard to be cleaned to Residential Standards as mandated by Proposition P. Eighty seven percent of the constituents from San Francisco that voted - mandated the entire Shipyard be cleaned to Residential Standards.

As I said we have the Precautionary Principle on our books and demand that the Precautionary Principle be exercised to the fullest.

The Majority of the speakers at the Public Scoping Meeting spoke in favor of the NO ACTION ALTERNATIVE:

* Hunters Point Shipyard (HPS) would not be disposed, reused or redeveloped.

* HPS would remain a Federal property under caretaker status.

* Environmental cleanup would continue until completion.

* Existing leases would continue until expiration or termination, although some could be
renewed or extended.

Proposition F mandated fifty percent affordable housing. This was on the June 3, 2008 Ballot.

We, the City and County of San Francisco - have money set aside for genuine affordable housing. Those making eighty thousands and less, those making sixty thousand and less, those with no income and low income. Many of our Senior Citizens fall under this category.

Proposition G was favored by the Pacific Heights Mafia and these crooks - want to build Market Rate Homes on toxic land - they have no consideration what so ever for Quality of Life Issues.

Proposition F mandates genuine clean up, abatement and mitigation. We are for Quality of Life issues and we care for the health of all living beings. We are for the Precautionary Principle.

Please review Proposition F:

It is the contention of the community that the whole Shipyard be cleaned to Residential Standards.

Lennar will not build one single home. Its plan is to sub-divide the property and sell it to sub- developers. It has played this trick all over the Nation.

It played the same trick on Vallejo at Mare Island. After ten years it declared Bankruptcy.

It did the same in Richmond, California.

It did the same with LandSource in Southern California.

It sold thousands of homes in Florida - forty cents on a dollar.

Today Fanny Mae, Freddie Mac, AIG, and a host of financial entities linked to the Housing Market are swimming and many have drowned in the cesspool of their own making.

Today, the United States Government wants the tax payer to foot a seventy billion loan to these corrupt financial entities. Well, one of the by products is Lennar a Rogue Company that has preyed on innocent folks. Is known the world over for building inferior homes and homes of toxic land. Lennar is Rogue Company.

We, the Bayview Hunters Point community want Lennar out of our community - now.

We want the United States Navy to follow the NO ACTION PLAN. And we are serious about it.
