Using What Threatens Cows in India to Save Them

This article isn't particularly helpful in that it requires people to listen to the report rather than read the explanation either here or on the NPR site. But from the brief lede to the article, it sounds like a destructive idea. Rather than ban the polluting bag, the suggestion is to use more petroleum to make thicker bags that will be heavier to transport. This solution is so that these single-use pieces of litter can dot the landscape while being less dangerous to cattle, but not necessarily others. Again, this solution is to use greater amounts of limited resources in order to provide a use that can be better done by multi-use lightweight sacks, or even by less dangerous biodegradable bags like paper.
