100% signature verification will expose the SF Department of Elections and bring victory.

by Francisco Da Costa
We really did not accept the SF Department of Election to be fair. Surely, not the section controlled by Deborah Brown. Without Observers from our side the Lennar driven Initiative had a Raw Count and random sampling of signatures and just like that passed the validity - test. When it came for our Raw Count - that were two totals issued and finally a certified Raw Count of 11,811. Then came the time for the random sampling and the SF Department of Elections - faked it and announced to the press that our Fifty Percent Affordable Housing Initiative - would have to pass another test - the more rigorous HUNDRED PERCENT SIGNATURE COUNT. TIME WILL TELL.
This City of San Francisco is a Racist City and now the San Francisco Department of Elections has joined in the fray. John Arntz you are put on notice.

From the very inception I was very suspicious of the San Francisco Department of Elections and how it conducted it affairs - linked to the:

AFFORDABLE HOUSING REQUIREMENTS FOR THE CANDLESTICK POINT AND HUNTERS POINT SHIPYARD MIXED-USE DEVELOPMENT PROJECT.

The two proponents of this Initiative Jim Queen and Francisco Da Costa. You can access the information from the SF Department of Elections and check the facts for yourself.

The other Initiative: The Bayview Jobs, Parks, and Housing Initiative signatures was submitted on February 1, 2008 and we submitted our signatures on February 4, 2008.

We were NOT informed about the Raw Count nor the Random Sampling of the Lennar Initiative.

But, suddenly - just like that we saw a report in the Chronicle that the Lennar Initiative made it to the Ballot. As proponents - we should have been informed and we should have been present to observe the Raw Count and the Random Sampling of signatures.

In the Random Sampling a formula of 110% or over determines if the Initiative passes. Apparently the Lennar Initiative without any Observers from our side - passed the Initiative.

At our Raw Count - we were given 15 minutes notice. I happened to be at City Hall and so I agreed to the Raw Count. I was joined at short notice by Jim Queen. We had to take turns - one at a time.

The Raw Count is just a formality - a number given to us abut this count turned to be wrong - the final total certified Raw Count was 11,811. Seven short of the 11,818 we had submitted.

The surprise was that the Raw Count was done on Election Day - when there was utter confusion - February 11. 2008.

Then suddenly we were notified that our Random Sampling count would be done on Wednesday, February 20, 2008. This notice was a short notice - we were notified at 8:30 a.m. and were suppose to report to the SF Department of Elections at SF City Hall - at 9 a.m.

We arrived only to be told that the Random Sampling would take place the next day - Thursday, February 21, 2008.

When we arrived on Thursday on time - much before 9 a.m. we were informed a Lennar Observer was already on site - inside the counting area.

When has it become fashionable to permit an Observer in this case an attorney working for Lennar to be at the counting site - before the Proponents. I found this very fishy.

At first when we went in after being given our badges - we were told that both Jim Queen and I could witness the signatures and petitions verification count.

Once in Deborah Brown - insisted that that was NOT possible - only one of us could be present.

The woman was rude and had an attitude. I decided to walk away and was told to hold on - I had to led away by an employee. I left Jim Queen to witness the count.

We were instructed not to talk to anyone - accept, we could take our concerns to the Supervisor - who in this case was Deborah Brown.

Stay at arm length and have no contact or talking with the employees - inputing the data and verifying the petition information.

I witnessed that Lennar Observer very close to the Screen and having access to personal information.

It is illegal for any Observer to be so close as to be able to read any detail information from any voter - the Lennar Observer was so close that he read it all. But, what was intimidating was - the influence of his presence on the employees - standing over their shoulders impeding their work.

I brought this to the attention of one the Supervisors not Deborah Brown - another employee working under her having Supervisorial Status.

Bishop Ernest Jackson witnessed the Random Sampling process as an Observer from our team - and has filed a complaint in writing - about what he witnessed. Much the same as Jim Queen and I witnessed.

At the end of the day, Thursday, February 21, 2008 - the SF Department of Elections could have easily given us the result. At the most 600 signatures were verified and the results could easily have been given to us.

On Thursday at the end of the day - we were kept in the dark. On Friday, I made several calls about the results and no precise information was given to me.

I reported some of the stuff on IndyMedia before I went to the SF Department of Elections at about 11:30 a.m.

Close to 12 noon - an employee from the Sf Department of Elections - upon me requesting for the Results of the count - told me that the SF Department of Elections - would conduct a 100% signature verification. At that time we would find out if our Initiative passed.

The above conclusion was based on a model where the Initiative achieved a score of 97% when it should have had a score of 110% based on the five or ten percent random signatures from the total of 11,811.

I was called at about 3:30 p.m. and told to report on Wednesday, February 27, 2008 for the 100% count.

We submitted our Signatures on February 4, 2008 and the Random Sampling was conducted under dubious circumstances on February 21, 2008. On February 22, 2008 we were told our signatures had to be verified in toto - the complete count of 11,811.

Well, San Francisco City Hall was shocked to find out that we collected 11.818 signatures in 10 days.

Anyway, you look at the drama it is a victory for the people.

The Pacific Heights Mafia and some elements within the SF Department of Elections are playing games.

I have told the TRUTH and do not appreciate the way - we are informed - reported to the SF Department of Elections - to be told something else.

SOMETHING STINKS IN DENMARK.

FOR SURE SOMETHING REALLY STINKS IN THE AREA CONTROLLED BY DEBORAH BROWN.

Lennar has the habit of having folks on its payroll and bribing. If this has happened within the SF Department of Elections - in this Election year - it will make headlines.

This matter will be reported to the State Authorities and because of some major faults - the Federal Bureau of Investigation. We know how people get paid under the table - and we have our sources.

Time will tell.

Anyway, you look at this historic making event - we collected over 11,800 signatures in 10 days.
The number required is 7,168.

Well, let the count begin. It starts on Wednesday, February 28, 2008 and will go on for days.

NOW, THIS COULD ONLY HAPPEN IN A RACIST CITY - SAN FRANCISCO.
