El Paso County Medical Examiner credentials questioned

by Stephanie Valle
Shrode functions as one of the main witnesses the district attorney's office calls on for murder cases
EL PASO - ABC 7 continues to check into the specifics of the credentials of Dr. Paul Shrode, medical examiner for El Paso County. Shrode was the subject of a recent special report and ABC 7 questioned whether his background was adequate for his position.
Shrode functions as one of the main witnesses the district attorney's office calls on for murder cases. As ABC 7 reported, Shrode did not have a graduate law degree, and was not a member of the state bar, both of which were listed on his resume. He is also not certified to practice forensic pathology in Texas.
District Attorney Jaime Esparza said El Paso County doesn't need those top credentials on a day-to-day basis. "It certainly helps to be well qualified. If we want someone to go give Cadillac service, then we have to pay for a Cadillac. Everyone deserves due process," he said.
Commissioner Dan Haggerty has told ABC 7 that Comissioners Court has not made a decision on what step to take next with Shrode - the panel has yet to meet since the report aired.
Shrode also worked as a deputy medical examiner in Harris County, Texas - which includes houston - before coming to El Paso. The county attorney's office there said it has started looking into any possible violations there.
ABC 7 also checked into the employment of Shrode's partner, Dr. Aleksandar Milovanovic, who resigned four months after taking the position of deputy medical examiner. A viewer queried the station through an email, asking where Milovanovic had gone, and did he know Shrode had "falsified his credentials" and "did Milovanovic see by Shrode's work that he was not qualified for the position?"
ABC 7 called the last place of employment for Milovanovic, the medical examiner's office in Lubbock County, and was told he left for position in New York. The Department of Health for that state said Milovanovic had registered to practice medicine there, but it has no record of where he's practicing, and no contact information was listed.
