KPFA Management Supported By "Concerned Listeners" Blocks Publicity On Oct 27 Anti-War Ral
KPFA Managers Lemlem Rijio and Sasha Lilley are blocking radio carts on KPFA advertising
the October 27 anti-war march. They feel it conflicts with "raising money" for the station.
the October 27 anti-war march. They feel it conflicts with "raising money" for the station.
Organizers for the October 27 rally against the war which will be held in San Francisco on Saturday
have been told by KPFA management that they will not play any radio carts encouraging people
to attend the rally. This follows Sasha Lilley's reprimand of KPFA programmer Miguel Molina for
encouraging people to attend the last anti-war rally.
Apparently they are concerned that it will interfere with their fund raising efforts and also maybe
discourage supporters of the war from donating to KPFA.
Go figure.
On March 16th, KPFA's Interim Program Director issued a controversial directive. Many have commented on it, some pro and some con. Three experienced attorneys did not support it. They are Richard Phelps, John Crigler and Dan Siegel. Their statements are below, along with the directive and a letter of rebuke to a programmer who violated it the day before it was issued.
SASHA LILLEY'S MEMO
Text of Interim Program Director Sasha Lilley's directive to KPFA staff

Subject: KPFA Staff: Calls to action
With a number of demonstrations planned to mark the fourth anniversary of the US occupation of Iraq, we wanted to remind programmers that they cannot actively urge listeners to attend events over KPFA's airwaves because of issues of liability. This is the case whether during a regular program or a special remote broadcast.
If damage suits stem from injuries suffered at an event, KPFA could be held liable for actively urging participation. If a guest encourages participation, our liability may be less, but KPFA would still be held liable. Such "calls to action" include telling listeners to "come down to the rally" or saying "you should join us here", etc. However, it is fine to announce demonstrations and their locations or to direct people to kpfa.org/demonstrations for more information on rallies in their area.
Thanks for your cooperation!

SASHA LILLEY SCOLDS A VIOLATOR
The first programmer to violate Sasha Lilley's directive was Miguel Molina. In fact, he violated it on March 15, the day before it was issued. Below is Sasha Lilley's letter rebuking Miguel Molina:

Re: Call to Action on Flashpoints
While Hosting Flash Points on Thursday 3/15, you urged people to attend the rally scheduled for Sunday 3/18 at Civic Center Plaza by telling listeners to “be there”.
Due to issues of liability, KPFA programmers are not permitted to urge listeners to attend an event. If damage suits stem from injuries suffered at an event, KPFA could be held liable for actively urging participation.
Last Year, on March 22nd, following a remote broadcast from a rally in San Francisco, Chief engineer Michael Yoshida sent a memo to you and the other producers of the rally asking you to be aware of and prevent such language in future broadcasts.
This is a second notification.

I can not blame KPFA for this one. I'm aware of the same policy at KZSC, UCSC's 200,000 watt radio station. On the other hand, Free Radio Santa Cruz is a pirate radio station and can issue all the calls to action they want. There are ways to encourage people to attend an event without actually making a "call to action." Instead of being upset that KPFA will not make/allow a call to action... "Don't Hate The Media, Become the Media!" KPFA should not just be making calls to action anyway... there should be interviews on the air about the demonstration and why people are protesting. Provide people with information that will make them want to demonstrate. Besides, people get tired of being told what to do.

just as vulnerable to so-called "liability" as playing a cart? Duh!!! What's in the water over there, anyway?!
not to encourage people to go go to an anti-war march, then it's time to take KPFA and the other Pacifica stations off the air. If it's not Pacifica's policy, anybody who supports what i hope is not a Foundation policy should be fired. This is not a minor point, but the very basis of what Pacifica is supposed to be about.
Three lawyers eminently qualified in this area assured us that there was no question of KPFA/Pacifica's liability in this. Dan Siegel even said, isn't this what KPFA is for?
Great that they're broadcasting it, but the organizers' concern which they expressed to me was, how to get the word out in advance to make it a truly large mass demonstration, when KPFA is one of their main publicity venues.
The KPFA fund drive is no excuse. Activists & other supporters of justice will support KPFA if it supports *our* activism, not if a little fundraising pitches are cut short. In other words, what KPFA is, not what it is saying it is.
The fund drive is also used as an excuse not to inform people about the candidates for the election now taking place for the Local Station Board. That is because there is a group there
not behind democratic elections there any more than direct actions against the US administration.
Please vote this group & their supporters out! see http://peoplesradio.net

You can not blame this one on KPFA or Pacifica because they are playing by the rules issued by the FCC. What are alternatives? I would rather KPFA and Pacifica conduct interviews and do provide coverage -- without making "calls to action" -- than for KPFA and other Pacifica stations to go off the air. At the same time, more people really need to take the media into their own hands. You can fight to influence the media and media policy, like Media Alliance, or work to create independent media, like Indybay. I think that we are fortunate, compared to most of the U$A, to have organizations like Pacifica, Media Alliance and Indybay. Each play a very special role.
to suppport rallies. Melanie Morgan at KSFO and Clear Channel stations around the country have been the drivng force for pro-war rallies. If KPFA and Pacifica broadcast rallies people willl think that they are sponsoring them, anyway.
They don't do a live broadcast without promoting it, this article is all hot air. And your attempt to tie Concerned Listeners for KPFA with this is very shady, putting that in the headline as if it has anything to do with the story. Concerned Listeners does not play a role in the day to day decisions at the station and certainly they were not asked to weigh in on what kind of cart would play to promote the event and its live broadcast. Your attempts at connecting CL with everything bad that station management does is dishonest and the listeners will see it for what it is. You make a mockery of kpfa's democracy and you should be ashamed of yourselves. And newsflash: covering an event live IS promoting it! It's the best kind of promotion there is, the station is saying this event is so important they are going to pre-empt regular programming and cover it live! This article above makes no sense. This is yet more hot air from those who would keep kpfa and Pacifica mired in infighting and locked in circular battle. Quit playing dirty politics and start working for a better world will ya?
One of the 3 lawyers who said liability was not an issue in this case was the FCC lawyer, John
Crigler. So there could not be a valid problem with FCC rules.
The third lawyer, by the way, was Richard Phelps, an expert in liability matters. (He is also one of the People's Radio candiates in this election, as am I.)
This is not to downgrade Pirate radio!
Just to keep our valuable progressive macropower KPFA, which reaches so many listeners, on track.

There's a whiff of desperation in the air and it's starting to smell very very foul.
There are four "slates" and three of them are the same old people on one old, and two new, names. But they are still the same players, putting on different costumes and hoping no one will notice as they play strange games with the future of KPFA.
The new names and impressive credentials, as well as the principled behavior, of the Concerned Listeners group is refreshing and reassuring to me. For the others in wolf clothes to be attacking people who are so well known for their activists and progressive credentials, as well as their organizing skills, to keep them out of KPFA makes me think they may be intentionally trying to destroy it. It is time for listeners to demand to know why.

This is just dead wrong. There is NO FCC rule against urging people to go to 1st amendment events!!! The FCC rule on "Calls to Action" prohibits non-commercial stations from urging people to go to commercial events or businesses. This has already been agreed to by Pacifica's FCC counsel and corporate counsel. And all my legal research supports this conclusion.

KPFA aired four hours of candidate forum, where the non-incumbent Concerned Listeners candidates (ie, all of them except Sherry Gendelman) revealed how little they know about KPFA. Aaron Fan doubts they have attended many KPFA LSB meetings. Aaron Fan supports only Antonio Medrano, for his free time and energy, and hopes he will come up to speed quickly if elected. Sherry Gendelman already had her chance, but will probably be elected even without an Aaron Fan endorsement. She does not need your vote.
Aaron Fan adores Mara Rivera and Tracy Roseberg most. But Aaron needs the first place write-in vote, and this vote will not only help our Aaron 2009 campaign, but introduce a carefully designed tempo nuance which will make a better station board in 2008.

Concerned Listerner supporters or member on the Local Station Board who ran as "Concerned Listeners" or
endorsed their slate backed the action by KPFA interim managers Lemlem Rijio and KPFA interim
program director Sasha Lilley in reprimanding Miguel for publicizing the rally on the anniversary of the war. Maybe you can name one person from
Concerned Listeners who opposed this tactic. Put some "facts" behind your accusations.
The same "Concerned Listeners" and their slate backed management's de-recognition of the UPSO
and today they are completely silent about the refusal of the station management to play the carts
on the radio or get the information about the candidates on the web site. You may think this is
called "democracy" but I call it destroying democratic procedures.

The headline reads: "KPFA Management Supported By "Concerned Listeners" Blocks Publicity On Oct 27 Anti-War Rally" then you tell me how CL last year supported some other something not having to do with the OCTOBER 27th rally. Get it? It's BS, this headline is not reflective of the article and attempts to smear good people who have and had nothing to do with management's decisions to promote, not promote, cover live or not cover live next weeks rally. Nothing in this article is about Concerned Listeners and yet the headline puts the image firmly in the readers mind. Very shady indeed, and unfortunate that people abuse the awesome resource IndyBay this way in order to further their smear campaigns.
Here's a novel idea. Why not let the people who manage the station run it? Imagine that.
By all means bring whatever concerns you have to the station through calls, emails, faxes, carrier pigeon whatever. That's your right as a listener. Every media outlet welcomes audience comment and input. But the station is a place of business trying to function and stay on the air and deal with day to day business. Stay out of internal personnel matters that aren't your concern. Internal station directive and memos are also not your concern if you don't work there. In fact that's the problem. None of you People's Radio, or Radio Head or whatever you're calling yourselves, actually do work. You can't because how could you afford to spend all this damn time on this nonsense. Try getting a life and a job.

kpfa is not a business it's a non-profit. Not all media companies value listener input. But KPFA does, and KPFA goes to great lengths to include listener input in decision making, and not only that listeners get to serve on the board and meet with management every month, and hire and review these managers as well. LSB members have such great opportunities to effect change in everything at KPFA and a handful of them squander it by acting like mindless attack dogs. But I do agree with 'fed up', the LSB needs to hire good people and then give them the space to do their work, not micromanage every decision they make and ridicule and label people who disagree with them or who they *think* disagree with them, no one can work effectively under this kind of constant scrutiny and ridicule, and a revolving door of managers and senior staff is very bad for any organization, anyone who has any professional experience knows this.
Because the interim managers have their jobs by a bogus process. The Pacifica Executive Director installed as KPFA interim GM the first manager who was foolish enough to accept the offer. Of the three managers available, Yoshida and Withers were probably too smart to bite. So we have Rijio.
Then interim GM Rijio installed interim PD Lilley. The LSB is supposed to participate in filling both of these posltions, but did not. We need a new LSB which will find and install competent managers, then these properly chosen managers may have an opportunity to run the station.

Scrappy, the militant supporter of management supported "Concerned Listeners" is angry that
Indy Media is being used to expose what is going on at KPFA. Far from Free Speech Radio,
Scrappy would like Indybay to be run by the professional people like those running KPFA. Yes Scrappy,
Democracy is messy and we don't want a mess at KFPA so lets not run the KPFA election radio
carts and lets not put the KFPA local station board candidates statements on the KFPA web site
and mayabe we can do away entirely with the costly elections at KPFA and Pacifica.
This would probably make Scrappy very happy since he doesn't like to see any messes but then again he wouldn't have this portal to
play games with about the election or non-election at KPFA.

Every media outlet has a mechanism for taking audience input. Newspapers have letters to the editor. Radio and Television stations have comment lines and sometimes offer commentary. Non-profits are businesses. The only difference between them and for profits is they don't make profits for share holders. Non-profits do make profits, however, they're called surpluses, which are reinvested in the business and in its operations and employees.
What KPFA does have to its detriment is this ridiculous LSB, which unlike non-profit boards anywhere else in the sane world, don't doesn't do anything to support, promote and help the station. If someone can name one significant accomplishment the LSB has to its credit I'll eat my hat. I'm talking about tangible support for the station, be it fundraisers, promotional activities, meet & greet events with new listeners, anything. What creative, positive contribution has the LSB brought? Have they helped get KPFA's name out there? Have they tried to raise money for infrastructure improvements?
What many on the LSB have done is use it as a means to pretend their outmoded extremist political beliefs actually have meaning beyond their circle of friends. They are relics of a bygone era of a drab dreary totalitarian worldview that has little meaning to practically anyone else in the world anymore. They know that no one else takes them seriously so they're desperately clinging to KPFA as the last bastion for their rusty, creaky, crumbling, failed vision. It's all rather pathetic. My advice to KPFA: don't play anymore these people are so not worth it. If you want to help the station, cut them loose and move forward and cultivate new listeners while holding on to the ones who actually matter.

too smart because every manager is belittled, ridiculed, lied about and harassed by the people's radio attack dogs and their cohorts.
Democracy is injured when people lie and use slanted or nonsensical headlines to create imagery and connections that does not exist. Very sad indeed.

This a.m. Sasha Lilly announced that KPFA will break off fundraising for two hours on Saturday and broadcast the antiwar rally .
This shows that the pressure put on the station mgmt. by not only the Media Democracy advocates like the slates Voices for Justice, The I team , and PeoplesRadio but many rank and file organizers for the 10/27 rally.worked. Of course there never should have needed to be intense pressure to make this occur but that's how timid and backward the ''entrenched '' at KPFA are. But the rally is now being promoted and will be broadcast live . But no thanks to Scrappy (a.k.a. ? ) and his '' Concerned Listeners ''''' gaggle .

The broadcast had already been announced when this "article" was originally posted, 10/25, please see "checker" above, posted the same day. All this ranting was for nothing, and this was pointed out to you here the day this piece was posted.
Non-profits do make profits, however, they're called surpluses, which are reinvested in the business and in its operations and employees.
Or in KPFA's case, diminished through settlement payouts and attorney fees, due to incompetent management. $250K+ last year at KPFA, with four or five complaints around the network.
I was only partly mistaken. The announcement about tommorrow's broadcast was put on earlier this week . My mistake . But the station executives refused to play carts from the Oct. 27 coalition , despite protests from the organizers . Flashpoints was the only program that plugged the rally until the heat got too hot for the KPFA tops . Then and only then did people like Jim Bennett and Philip Malderi announced the rally .
Yes, Kpfa 's mgmt. feet do have to be held to the fire . They should know what to do as a matter of course .
Yes, Kpfa 's mgmt. feet do have to be held to the fire . They should know what to do as a matter of course .
I spoke to Sasha Lilly yesterday and she said that it's a fabrication that she forbade the demonstration being announced or carts played. She said that not only did she approve the demonstration several weeks ago, but it was she who wrote the copy that is on KPFA's website and sent it to the daily programers to announce last week, which they have been doing long before an anonymous person put up this statement. She says that she never talked to the organizers of the demonstration about not running their carts -- in fact, that she has never spoken to them at all.
Which makes sense to me. Why would KPFA agree to broadcast a demonstration if they weren't willing to promote it? Wouldn't they just refuse to do the broadcast during the fund drive if they were the slimeballs that you are painting them as? So, how about the anonymous person coming up with the "source" of their statement about the broadcast?

Covering a demonstration LIVE costs money in terms of people and feeds, covering it during a pledge drive costs even MORE money since we can't raise money during the coverage. That's at least $1000 lost over any of the money spent on covering the demonstration. Can we depend on the people who have been demanding the live coverage and criticizing management, to make up the cash we have lost by covering the demonstration ?
Are there enough people in People's Radio ? Are there enough Voices for Justice to make this a win-win situation where we can cover an important demonstration AND not lose money because of it ?
Are you willing to support your demands with more than just words ?
If you believe that covering this demonstration was a good thing, post how much you intend to pledge as a comment here and then go to the website http://www.kpfa.org and pledge it.
Show that it's not financially harmful to interrupt a pledge drive for demonstrations.
Show you mean what you say.

Regarding the Pacifica elections, you can read a posting I wrote about yesterday about the Pacifica, KPFA, and WBAI radio drama, "Ballad For A Radio Drama" at http://nopolicestate.blogspot.com

Chris Stehlik,
Who says that you cannot ask for donations and cover an event live. There was nothing preventing
the hosts of the live production for asking for donations and also pointing out that KFPA
was doing a public service for all the people who are opposed to this criminal war. The fact of the matter is that Miguel Molina had to push and lobby to
even get it covered by Sasah Lilley and Lemlem. It is not a question of cost to cover a live
event it is a question of priority, competence and perspective. The whole day could have been
covered with material produced by veterans, trade unionists, enviornmentalists, human rights
organizations and there could have been segments from around the country and around the
world. We have the people right here in the bay area that can make it happen but it is like
pulling teeth at KFPA to get them to break from their business as usual operation.
The fact of the matter is that whether it is covering the American Indians at Alcatraz, the 40th
anniversary of the Black Panthers or other political events it is mostly a battle. When it comes to
a concert with music there is no problem for the management at KFPA in making sure it
happens. That is the priority to KPFA.

This was a bogus post and should be reported to IndyBay. The station never blocked the event promo and the Concerned Listeners never supported or even were aware of any such nonsense. The headline is misleading and doesn't even relate to the article as it is printed.
Now a "staffer" at KFPA is trying to make sense of Sasha Lilley. What next. This "staffer" is now saying that Sasha Lilley really wanted to get airtime at KPFA to publicize the October 27 march and rally. What is going on with Lilley, she reprimanded Miguel Molina for uring people to attend previous anti-war rallies because it would cause "liability problems" and now she is pushing the rally?
The facts are that organizers of the rally tried to get KFPA to play radio carts and were giving the run around by Sasha Lilley and her staffers. That is why NO Radio Carts were played on KPFA publicizing the rally. These staffers seem to be in a serious state of confusion about what is going on at KFPA. Maybe Lilley can clear it up.
KPFA Management NEVER refused to air antiwar rally carts
