Chinese government acknowledges Three Gorges Dam "disaster"

by wsws (reposted)
Friday, October 12, 2007 :After hailing the huge Three Gorges Dam for years as a major national achievement, the Chinese government has admitted for the first time that the project could be a disastrous failure with damaging environmental consequences. The about-face is not a revision of Beijing’s promotion of the unfettered operation of capitalist market.
Just a year from the 2008 Beijing Olympics, it is trying to improve China’s ugly global image as a manufacturer of shoddy goods, a giant sweatshop and a huge industrial polluter.

The Three Gorges Dam is located in the middle of the Yangtze River, with a total power generating capacity of 22,500 megawatts—far larger than the world second largest dam in South America. Commenced in 1994, it has cost more than $US25 billion and is still not fully completed. Pushed by former President Jiang Zemin as a prestige project, the dam came to symbolise Chinese Communist Party (CCP) policy in 1990s of “opening up” to foreign capital. Public criticism of the dam was suppressed.

Now a different assessment is being made. On September 26, the official Xinhua news agency reported a high-level meeting of government officials at which “the many ecological and environmental problems concerning the Three Gorges Dam” were acknowledged. Participants expressed concern that “if no preventive measures are taken, the project could lead to catastrophe.” Wang Xiaofeng, the head of the Three Gorges Dam Project of the State Council declared: “We cannot win passing economic prosperity at the cost of the environment.”

Those who do not comprehend the remarkable success of the three gorge dam apparently do not understand the history of the Yanchi River and its disasrerous floods, lost of life and destruction of many thousands of years of civilization along the river and its tributaries. By this history alone, the construction of the dam is a great accomplishment. The idea of constructing this dam originate from Dr. Sun Yat Zan, it only delayed in construction because of WW2 and the civil war. Its benefit on saving of human life alone outweight any ignorant outcry of enviromental adverse influences. On enviroment, it eliminates at least one tenth of the green house gas emission by coal, petroleum....etc which gives out green house gas of over seventy tonnes per unit of megawatts of electricity produced. Otherthan the green house gas, the toxic gas such as the sulfuric acid fume, carbon monoxide caused by the burning of the fossil fuel cannot be ignored. We have here thousands of dams built in USA which has improved the livelihood of human lifes, promoted the industrial revolutions and its successes. The hydro-energy is the least enviromental affecting energy production endeavors. Those who value the fish life over humanity are overly critical and suspicious of harboring alternate motives. Where were the "enviromentalists" when the other countries was building the dams. Are the "methane"production less just because the dams were built elsewhere in the world ?! We, American can continue to improve on our economy by doing businnesses with those who can afford to use our services and resources. If China is poor, how can we continue to improve on our economy, by doing business with people who has no money, poor, and have no resources. Before we criticize, let us think how we have gotten here, to our richness in the first place. In consideration of cutting down on the usage of fossil fuels and dangerous competition in the world market of petroleum, China has chose to promote the use of clean energy, and self reliance on the energy productions. We must ask ourself, when China behave aggressively competing on the international market of petroleum fossil fuels, is the world benefit by the competition, or is it otherwise.
