LAPD Report a Good Start, But Much Work Remains

Thursday, October 11, 2007 : LOS ANGELES--A report from the Los Angeles Police Department (LAPD) on the incidents that occurred last May in MacArthur Park offers a severe self-critique, according to La Opinión. During the pro-immigrant march on May 1, 2007, policemen shot rubber bullets and beat the peaceful protestors and journalists.
The report describes in detail numerous errors on the part of police officials, including their failure to warn the crowd to disperse before violently repressing them. The report suggested broad reforms in the training system for all levels of the police force.
The editors of La Opinion insist that there cannot be impunity for police officers who assaulted innocent people. They write that the report will be worthless if it does not produce notable changes in the conduct of the LAPD. Rigorous compliance with the recommendations is an important step. However, editors say, past mistakes by the police stem more from a lack of mutual understanding than from a lack of training.
