San Francisco Planning Commission fails to demand Economic Analysis for the Bayview

by Francisco Da Costa
The Bayview Hunters Point is the last frontier and has been treated badly when it comes to serious Planning. Some years ago the SF Planning held some workshop only to shelf the plans. In the interim some vested interest with the help of the BVHP Project Area Committee blanketed large areas as Survey Areas and then Project Areas - without any meaningful dialog. Latinos, Samoans, Asians have been kept out - by a handful of corrupt Blacks working with the SF Redevelopment Agency and some Big Developers. Spearing heading this corruption Sophie Maxwell the District 10 Supervisor.
When Jon Lau joined the District 10 Supervisor office as an aide most people knew for a long time the back door machinations in play - behind the scene deals that this once SF Planner had with Sophie Maxwell - the District 10 Supervisor - under which Bayview Hunters Point falls.

But then there is the Visitation Valley and beyond that areas China Basin and India Basin and Jon Lau with the blessings of Sophie Maxwell - was doing the devil's work.

The Planning in the Bayview Hunters Point has been flawed.

The Bayview Hunters Point - Project Area Committee is illegal. The first two years legal elections were held - after that cronies have appointed one another and backed the worse type of corruption and development.

Some $80,000 was set aside for a Blight Report - of the once very narrow area known as the Triangle. The money was spent for other purposes. It would be interesting to find how the SF Redevelopment Agency - comes out with a good explanation how the final Blight Report was prepared.

Perhaps a man know as Dan Dott could give the best answer when it comes to this issue.

As I explained SF Planning workshops held in the community and the many plans initiated by those that participated were shelved.

Out of the blues - SF Redevelopment expanded making amendments - expanding the boundaries - taking over large areas - including the Hunters Point Area. Moving swiftly to even take portions of the Visitation Valley. Some 2568 acres come directly and indirectly into the jurisdiction of the SF Redevelopment Area (SFRA).

Those trying to explain the SFRA plan made a fool of themselves at the Oct 4, meeting of the SF Planning Commission at 1800 Oakdale.

Behind the expansion of the Project Area - Sophie Maxwell and during this time she got too close to Jon Lau.

Lau is now Sophie Maxwell's aide and could be paid on the side too. Really speaking - if this is not a conflict of interest - I do not now what is.

Can you imagine that at the SF Planning Commission meeting - Jon Lau was asked to speak on behalf of the SF Planning even though he now works as an aide to Sophie Maxwell. The explanation given is that Jon Lau knows too much about the Planning in the Bayview Hunters Point.

The rezoning and set aside of Production Distribution and Repair (PDR) areas is flawed.

There is NO economic analysis that is the fundamental issue that has to be settled before we talk about PDR.

As far as Sophie Maxwell is concerned she is working with Bio-Tech firms to place dirty labs in the Bayview Hunters Point and not in the Mission Bay. Again, this woman is selling out the community.

We must demand an Economic Analysis and failure to provide one should take the rezoning matter to Court. Nothing less then a sound Economic Analysis is a mandate an acceptable.

We also have the issues of 33,200 signatures collected that are now in Court - asking SFRA to put the measure on the ballot and have all of San Francisco vote - for Redevelopment or against it.
We must NOT forget this - and especially as long as we have a scum bag like Sophie Maxwell floating around.

Another matter that should be addressed are the over 450 toxic sites found all over the Bayview Hunters Point and Visitation Valley - the Schlage Lock Company.

Corrupt folks like Sophie Maxwell believe in capping such areas - and building homes and Open Space on capped toxic sites.

Over 30,000 housing units are in the pipe line in the Bayview Hunters Point and Visitation Valley area. Many planned at China and India Basin and surrounding area. There is even talk of building homes where once stood the old Pacific Gas and Electric Power plant.

There is no limit to the greed that the crooks have in mind and all of the development is to be given to Big Developers like Lennar BVHP LLC that has made a mess in the Bayview Hunters Point - with it project on Parcel A.

My message to those smaller developers who are into retail and other such fields - do not do business with Lennar Corporation - they lie, never keep their word and are a liability.

Some of us are watching the developers and developments and soon we will target the areas.

For too long have outsiders come into the community - some of the scum bags living in Vallejo, other in the Fillmore to make deals and sell out the community. Acting as consulting while selling out the community - and all of them are Blacks.

I have seen them in Sacramento talking about projects in the Bayview. Many of them Black pastors - who are now in the business of Real Estate. Remember, Jesus in the temple - driving the money lenders, turning the table over, and warning those that made the temple into a market place.

Big developers and that includes Property Managers like Apartment and Investment Management Company (AIMCO) have failed the community.

Just today - notices were posted on many homes that AIMCO has been rehabilitating that these homes were polluted with Asbestos - some of the residents were adversely impacted - and of course the near by residents in Public Housing that were NOT informed at all.

The Bay Area Air Quality Management District has been informed and will be sent this article for prompt action.

On Parcel A - the project controlled by Lennar BVHP LLC and the property leased by the SF Redevelopment Agency is a failure.

Jessie Blout, Michael Cohen, the Mayor's Office of Economic Development, Mayor Gavin Newsom - are all scrambling for answers.

Well, they put too much faith in Lennar Corporation that has a poor track record all over the Nation.

These folks took the community of color in the Bayview Hunters Point for granted and wanted to take them for a ride.

Well, you will have to deal with reality - most of it will take place in Court - and in Court the crooks that sheltered Lennar BVHP LLC will have to tell the truth.

The SF Planning Commission should not consider any rezoning without a Economic Analysis for now.

Also, a sound Environmental Impact Report is called for with input from the community.

Business as usual is a thing of the past and we have forces gathered all over the Nation to take over corrupt projects and shut them down.

The Bayview Hunters Point is the last frontier and once belonged to the Muwekma Ohlone. The land was stolen from them.

The Bayview Hunters Point is not Sophie Maxwell's play ground she just came to the Bayview in the 1990s. She is more a vegetarian from the Pan Handle area - with a low IQ - she is a lying cow.

The Bayview needs meaningful dialog with Latinos, Asians, Samoans, decent African Americans, all talking about the homes, schools, shopping centers, Open Space and other essential facilities in and area - not the sell outs - I saw at the meeting that were talking from both sides of their mouth - at the SF Planning Commission Meeting at 1800 Oakdale - on October 4, 2007.
