AB1403 Threatens Our Schools
Central Valley Assemblymembers Juan Arambula and Mike Villines continue their attacks on our public school system.
The Fresno County Peace and Freedom Party declares its opposition to Assembly Bill 1403 and condemns this shameful attempt to wrest control of our schools from local school boards.
We stand firmly opposed to attempts by the authors of this bill - including Juan Arambula and Mike Villines - to weaken our public education system through the institution of an un-democratic form of governance.
From the Peace and Freedom Party Platform:

Education is critical to individual survival and civilized human values, but U.S. capitalism is dismantling public education. Inadequate and unequal funding of schools perpetuates racism, crime and inequality. We demand:
- Integrated, democratically-run schools with up-to-date plant and equipment and smaller classes.
- Teach the history of workers' struggles and labor's creation of society's wealth and progress.
- Multi-lingual and multi-cultural education at all levels.
- A federal law requiring and funding equal average per-pupil expenditures by every public school district, with extra funds for students with special needs such as disability or economic deprivation.
- Tuition-free higher education available to all.
- Restore cutbacks in public education and public library services.
- No school voucher schemes.

From the California Teachers Association:
AB 1403 is a power grab that would give county superintendents of Fresno and Tulare enormous power over local schools and districts that do not meet the state Annual Performance Index (API) and/or the federal Adequate Yearly Progress (AYP) standards. Currently, these powers reside in the state superintendent of public education, the state Board of Education, and the local school board. The bill would create a pilot program that could be expanded to all counties in the state later on.
