* WHY YOU OR YOUR ORGANIZATION SHOULD SEND COMMENTS:

The Department of Homeland Security (DHS) has issued proposed regulations
implementing the driver's license provisions of the REAL ID Act.

You or your organization can submit comments to DHS about these regulations.
Comments are due by May 8, 2007.

The REAL ID Act is fundamentally flawed. It sets up obstacles that will prevent many
immigrants from obtaining driver's licenses and identification cards. The proposed
rules are even more restrictive than the Act, imposing additional barriers for many
immigrants and naturalized citizens who will not be able to meet their impractical
and unnecessarily harsh requirements.

* HOW TO WRITE COMMENTS

The National Immigration Law Center has prepared model

which you can adapt for your own use. Your comments can be as long or short as you
choose. They should reflect your own experiences and be in your own words so that
DHS will count each comment separately. Please be mindful of the sections that are
in italics where you will need to insert your organization's information.

The NILC comments focus exclusively on REAL ID regulations that particularly affect
immigrants. But there are many other reasons to be concerned about the REAL ID Act
and the regulations, such as cost to states and driver's license applicants, and the
