Governor Schwarzenegger May Act Today on Bill to Restrict Chaining of Dogs!
As you know, keeping dogs chained — or "tethering," as it's sometimes called (http://www.helpinganimals.com/ga_chained.asp) — is cruel because it deprives these highly social pack animals of proper socialization and often leaves them unable to reach whatever shelter, food, and water they've been provided. The dogs grow aggressively protective of their tiny spaces and often attack children (http://www.helpinganimals.com/ga_chained_summaries.asp) and other people who come near them. A piece of legislation that would help make California a safer place for dogs and the public — Senate Bill 1578 — has been passed by the Assembly and the Senate; it must be signed by Governor Arnold Schwarzenegger in order for it to become law.
As soon as possible, please urge Governor Schwarzenegger to do the right thing and sign this legislation! The governor is anticipated to sign or veto this bill very soon.
If it becomes law, SB1578 (http://www.leginfo.ca.gov/pub/bill/sen/sb_1551-1600/sb_1578_bill_20060420_amended_sen.html) would prohibit a person from tethering, fastening, chaining, tying, or restraining a dog to a doghouse, tree, fence, or any other stationary object for longer than three hours in any 24-hour period.
Please politely urge Governor Schwarzenegger to sign SB1578:
