Six years after 61% of California voters approved Proposition 36, the state's hugely
successful treatment-instead-of-incarceration program, opponents of Prop 36 are
trying to use a backdoor maneuver to corrupt the people's initiative.

Six years after 61% of California voters approved Proposition 36, the state's hugely
successful treatment-instead-of-incarceration program, opponents of Prop 36 are
trying to use a backdoor maneuver to corrupt the people's initiative.

Unable to pass their anti-Prop 36 bill (SB 803) out in the open, the bill's
supporters pulled it from consideration this week and put the same bad policy
changes into a budget trailer bill. Trailer bills are not proper vehicles for making
substantial policy changes, much less changes that undermine an initiative supported
by the vast majority of Californians.

Don't let opponents of Prop 36 undermine democracy in California! Fax your
legislator and tell him or her to vote against the awful Prop 36 trailer bill!

Since the treatment-instead-of-incarceration initiative passed, 60,000 people have
graduated from Prop 36 drug treatment. Our prison population was reduced for the
first time in decades. And a recent study by UCLA scientists suggests that, even
after doubling state spending on drug treatment, the program has saved taxpayers
over $1 billion. A recent poll found that public support for the program has
actually grown -- to 73% of California voters.

Despite the program's proven success and public support, Prop 36 opponents are
trying to force changes through the legislature that would move us backward to the
days when our only response to substance abuse was costly and ineffective jail and
prison stays.

Tell your legislators that Californians approved Prop 36 six years ago -- and that
trying to override the will of the people through a secretive budget trailer bill is
NOT acceptable!
