The Insurance Commissioner, in the fifth largest economy of the world, has more power than you might imagine. Injured workers, car-wreck payments, life-insurance fraud, pollution and hazardous waste exposure, business fraud are just some of the aspects of the duties. Getting insurance companies to deal honestly and fairly with policy-holders and innocent victims is a big part of the job.

The neo-cons claim that the 'marketplace should be the final determination of society' but there doesn't seem to be any proof that it ever happens. The insurance companies would seem to be the magical instrument that keeps the market in line, but if the insurance companies are corrupt, the equation cannot work.

We discuss the field and the California economy along these lines.
