THE IMMIGRATION DEBATE: THE EFFECT, CAUSES AND RESPONSES TO ‘’ILLEGAL IMMIGRATION”

Professor James F. Smith
Director, Immigration Law Clinic (1981-present)
School of Law
University of California, Davis

Professor Smith has taught immigration law and directed the Immigration Law Clinic at UC Davis School of Law for the past 25 years. He has taught comparative law courses and lived in Mexico and Latin America, as a Fulbright Scholar, for extended periods. The Clinic provides legal representation to the immigrant population in the Sacramento-Yolo-Solano County region. His publications include articles on the history of US immigration legislation and the recent trends to crimin! alize immigrant workers.

His talk will focus on the current terms of the immigration debate, namely the effects of “illegal immigration”, the often neglected more fundamental issues, namely the causes of such immigration, and offer a critical look at the legislative agenda of the restrictionist lobby to deter immigration by restricting legal immigration and by punishing the immigrants. Finally, he will suggest an agenda for a humane immigration policy.
