San Francisco Voters Outraged at Officer's Misconduct!

For the past six years, Lt. Martin Halloran SFPD #772 has engaged in the entrapment, intimidation and harassment of San Francisco medical cannabis patients and caregivers,ignoring the orders of his superiors and going so far as to falsify police documents after arresting legitimate medical cannabis patients. Lt. Halloran has also made public statements against medical cannabis at many neighborhood group meetings. We believe his actions are in direct violation of the policy of the City and County of San Francisco which states: "that the San Francisco Police Department...[are] not to assist in the harassment, arrest or prosecution of physicians, medical cannabis dispensaries, individual patients, or their primary caregivers attempting to comply with section 11362.5 of the California Health and Safety Code".

Why: For the past six years, Lt. Martin Halloran SFPD #772 has engaged in the entrapment, intimidation and harassment of San Francisco medical cannabis patients and caregivers,ignoring the orders of his superiors and going so far as to falsify police documents after arresting legitimate medical cannabis patients. Lt. Halloran has also made public statements against medical cannabis at many neighborhood group meetings. We believe his actions are in direct violation of the policy of the City and County of San Francisco which states: "that the San Francisco Police Department...[are] not to assist in the harassment, arrest or prosecution of physicians, medical cannabis dispensaries, individual patients, or their primary caregivers attempting to comply with section 11362.5 of the California Health and Safety Code".

We demand that Lt. Halloran be held accountable for his numerous offenses against San Francisco medical cannabis patients and be disciplined accordingly.

We demand that Chief Fong immediately relieve Lt. Halloran from the medical cannabis dispensary [MCD] detail, and that all SFPD officer(s) cease and desist their investigation(s), surveillance and arrest(s) of legitimate medical cannabis patients, caregivers and MCD operators.

We demand that the MCD detail be staffed by a non-Narcotics Department officer, as narcotics officers are indoctrinated by the California Narcotics Officers Association, who state on their website position paper: "There is no justification for using marijuana as a medicine." Since all SFPD Narcotics Division officers are also cross-deputized with the DEA, this creates a clear conflict of interest with state and local medical cannabis laws. We also demand that the assigned officer(s) undergo sensitivity training regarding medical cannabis.

We demand full disclosure and transparency with respect to SFPD policies regarding cross-deputization and interaction with federal agencies such as the Drug Enforcement Agency so any potential conflict-of-interest concerning medical cannabis may be avoided.

We demand the Police Commission appoint a task force to audit city/state/federal law enforcement resources directed against medical cannabis patients, caregivers and MCDs.

We demand full accountability from local law enforcement and that the SFPD implement policies modeled after the"SAFER Program" of Colorado.

We demand that the Office of Citizen Complaints reopen Stephanie Landa's complaint regarding the use of excessive force by Halloran, who allegedly threw the disabled medical cannabis patient across a room after forcing her arms behind her back despite her request to cuff her hands in front due to paralysis from an auto accident.

We demand that Ms. Landa's property, seized in 2002 in an asset forfeiture hearing, be returned forthwith, with an equitable interest rate accrued.

Furthermore, the medical community wants assurances that entry into our MCDs and inspections not be conducted by SFPD officers. We contend that the SFPD, despite official policy regarding medical cannabis, has consistently acted extra-legally against medical cannabis patients, caregivers and MCDs. We demand that all SFPD officers comply with state and local law and that any SFPD officer found to be in violation of official policies of the City and County of San Francisco and the State of California be disciplined and/or prosecuted to the fullest extent of the law, so that the medical cannabis community at large can comply with section 11362.5 of the California Health and Safety Code without fear of arrest, prosecution and imprisionment by Federal authorities.

This is more evidence that our police forces are not in touch with reality and the community they are supposed to be protecting. This is why people do NOT want to snitch on criminals. Its because the cops are criminals themselves.

Even though we don’t live in San Francisco, my wife and I are both medpot patients. We were outraged when we read about Halloran’s activities. Such a man is not fit to wear a police uniform!

The whole idea of harassing medpot patients in a state that officially allows the use of medicinal marijuana is alien to the founding principles of the United States. This kind of mentality emanates from the Washington agencies in charge of federal drug legislation. The Food and Drug Administration’s latest anti-medpot statement is a perfect example of the official paranoia surrounding a sacred herb that has been used in healing for centuries.

I started using medicinal marijuana when my doctor discovered a cancerous tumor on my abdomen. Prior to the operation, the cancer clinic doctors administered liberal doses of chemotherapy and radiation. I could not stand the nausea and loss of appetite. The only reason I survived the harsh anti-cancer regimen, is because my doctor was kind enough to prescribe medicinal marijuana. Luckily, we live in one of eleven states that allows its use.

My wife suffers from severe migraines. She used all the conventional drugs, including injectible Imitrex, which is very expensive. Eventually, all these drugs became ineffective. Try cannabis, said her doctor, and she did. So we both became medpot users and I decided to grow our own medicine, since a reliable source became a problem.

I set up a grow room downstairs, next to my home office. First, I boarded up the windows, and cut air holes in the center of the boards. Then I had fans installed in the openings, one to bring air in, the other to remove it from the room. I was advised to affix a carbon filter to the exhaust fan to hide the telltale odors. Even though it is legal according to state law, the feds could theoretically come after us. We don’t need a Halloran in our lives.

Then I purchased a 600W High Pressure Sodium lighting fixture, with corresponding ballast. I use a conversion bulb for the vegetative stage of my plants (light in the blue end of the spectrum) and a regular HPS bulb during the flowering stage (red end of the spectrum). The walls of the grow space are covered in white plastic, to reflect as much light as possible.

I was advised to build a shelf for the ballast and to keep all the electrical cables off the floor. An automatic timer controls my lights (12 hours on, 12 hours off) and a humidifier adds moisture, when I need it. A CO2 generator, which raises the temperature quite a bit, insures that my plants get enough carbon dioxide for optimum growth.

The plants grow in a rock wool medium with the roots immersed in a nutrient solution at periodic intervals. The six-bucket ebb and flow system floods the roots as needed, then the solution retreats into a reservoir. All the products I use (organic fertilizer, root colonizer, inoculator, growth enhancer) come from the same company, Advanced Nutrients Medical. They’re also the ones who taught me everything I know about marijuana horticulture. Their website is a treasure trove of information about medpot.

“Pretty soon your home garden will be against the law,” sang Bob Dylan some years ago. Us medpot users must band together to make sure that doesn’t happen. We can’t allow fascist thugs, like Halloran, to push us around.
