San Francisco Port Authority encourages pollution in the Southeast Sector

by Francisco Da Costa (frandacosta [at] att.net)
San Francisco Port Authority (SFPA) encourages pollution in the Southeast Sector. The Southern Waterfront Advisory Committee (SWAC) rubber stamps projects that encourage pollution and other projects that adversely impact children and the constituents of San Francisco. SFPA is now giving its blessings to place 3 Combustion Turbines that will spew out dangerous PM 2.5 and pathogens from the cooling water that is treated sewage water. Again and again SFPA has allowed project such as Heron's Head Park built on a toxic dump and close to the Power Plant that polluted the area for over 65 years. Other industrial waste that has polluted the watershed and it goes on - on SFPA property by Pier 70. The San Francisco Port Authority does not follow the Burton Act and the mandates governing Public Trust Land.
The San Francisco Port Authority (SFPA) continues to encourage projects that pollute the land, the air and the water under Monique Moyer. This was also was done under the former Director too Douglas Wong.

The Southern Waterfront Advisory Committee (SWAC) rubber stamps the SFPA project without any due process and betrays the community at large.

The same can be said of the inept and ignorant SF Port Commissioners that rubber stamps all SF Port Authority projects. Heron's Head Park is built on a toxic dump and the SFPA gave its blessings to permit children to be taken to this toxic Park. This toxic park comes under the jurisdiction of the SF Port Authority.

For over 65 years the power plant some fifty feet away polluted the land, the air and the water next to Heron's Head Park that is Pier 98.

Now the SF Port Authority is giving its green signal for San Francisco Public Utilities Commission to place 3 Combustion Turbines by Pier 80. The land is prone to liquefaction and is very polluted.

There was a bid put out by SFPUC and the corrupt Susan Leal - not one bid came in though 10 bidders considered to study constructing the project.

Now, the SFPUC wants to bend backwards to encourge some contractors to take the bid. SFPUC will be taken to court and the truth will be revealed.

The area around Pier 80 has always been known as Toxic Park. Part of the area was capped. The watershed has been polluted.

The SF Port Authority knows that the land that is has given to SFPUC to place the 3 Combustion Turbines is polluted. The SFPUC knows that land is prone to liquefaction yet it wants to defy the constituents of San Francisco.

Placing the 3 Combustion Turbines on SF Port Authority property is against the Burton Act and Public Trust Act that mandates maritime uses. The 3 Combustion Turbines will pollute the land, the air, and the water and adversely impact the constituents of San Francisco.

Homeland Security should be involved with this project for more then one reason. Also the Federal Bureau of Investigation.

Monique Moyer follows the direction of Mayor Gavin Newsom like a puppy.

Susan Leal will do anything and everything to have her way. Again and again she has defied logic and again and again her actions have proved her wrong. Susan knows that this project will adversely impact the community and yet she want to go ahead with this polluting project.

Where is the Environmental Protection Agency on this issue? Where is the Department of Toxics and Substances Control? Where is the San Francisco Health Department? Where is the City Attorney on this issue? Where is Mayor Gavin Newsom who calls our City the Green City but encourges pollution of the worst order?

On Monday, May 22, 2006 at 9 am this matter will be discussed at the California Public Utilities Commission on Van Ness very near City Hall. It is simply wrong to place 3 toxic spewing Combustion Turbines using very expensive fossil fuel at Pier 80 and adversely impact thousands of innocent constituents.
